The Administrator may take possession of the buildings and assign and reassign rooms in the buildings to federal officials, clerks, and employees that the Administrator believes should be furnished with offices or rooms in the buildings.</p>\n</content><sourceCredit id=\"idf0a19459-b211-11e9-9941-df2837ad0631\">(<ref href=\"/us/pl/107/217\">Pub. DEFINITIONS.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">“In this subtitle, the following definitions apply:</p>\n<p style=\"-uslm-lc:I22\" class=\"indent1\">“(1) <inline class=\"small-caps\">Child</inline>.—The term ‘child’ means an individual who is 17 years of age or younger.</p>\n<p style=\"-uslm-lc:I22\" class=\"indent1\">“(2) <inline class=\"small-caps\">Code Adam alert</inline>.—The term ‘Code Adam alert’ means a set of procedures used in public buildings to alert employees and other users of the building that a child is missing.</p>\n<p style=\"-uslm-lc:I22\" class=\"indent1\">“(3) <inline class=\"small-caps\">Designated authority</inline>.—The term ‘designated authority’ means—</p>\n<p style=\"-uslm-lc:I23\" class=\"indent2\">“(A) with respect to a public building owned or leased for use by an Executive agency—</p>\n<p style=\"-uslm-lc:I24\" class=\"indent3\">“(i) except as otherwise provided in this paragraph, the Administrator of General Services;</p>\n<p style=\"-uslm-lc:I24\" class=\"indent3\">“(ii) in the case of the John F. Kennedy Center for the Performing Arts, the Board of Trustees of the John F. Kennedy Center for the Performing Arts;</p>\n<p style=\"-uslm-lc:I24\" class=\"indent3\">“(iii) in the case of buildings under the jurisdiction, custody, and control of the Smithsonian Institution, the Board of Regents of the Smithsonian Institution; or</p>\n<p style=\"-uslm-lc:I24\" class=\"indent3\">“(iv) in the case of another public building for which an Executive agency has, by specific or general statutory authority, jurisdiction, custody, and control over the building, the head of that agency;</p>\n<p style=\"-uslm-lc:I23\" class=\"indent2\">“(B) with respect to the Supreme Court Building, the Marshal of the Supreme Court; with respect to the Thurgood Marshall Federal Judiciary Building, the Director of the Administrative Office of United States Courts; and with respect to all other public buildings owned or leased for use by an establishment in the judicial branch of government, the General Services Administration in consultation with the United States Marshals Service; and</p>\n<p style=\"-uslm-lc:I23\" class=\"indent2\">“(C) with respect to a public building owned or leased for use by an establishment in the legislative branch of government, the Capitol Police Board.</p>\n<p style=\"-uslm-lc:I22\" class=\"indent1\">“(4) <inline class=\"small-caps\">Executive agency</inline>.—The term ‘Executive agency’ has the same meaning such term has under <ref href=\"/us/usc/t5/s105\">section 105 of title 5</ref>, United States Code.</p>\n<p style=\"-uslm-lc:I22\" class=\"indent1\">“(5) <inline class=\"small-caps\">Federal agency</inline>.—The term ‘Federal agency’ means any Executive agency or any establishment in the legislative or judicial branches of the Government.</p>\n<p style=\"-uslm-lc:I22\" class=\"indent1\">“(6) <inline class=\"small-caps\">Public building</inline>.—The term ‘public building’ means any building (or portion thereof) owned or leased for use by a Federal agency.</p>\n<p style=\"-uslm-lc:I580467\" class=\"indent2 firstIndent-2 bold\">SEC. 363. PROCEDURES IN PUBLIC BUILDINGS REGARDING A MISSING OR LOST CHILD.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">“(a) <inline class=\"small-caps\">In general</inline>.—Not later than 180 days after the date of enactment of this Act [<date date=\"2003-04-30\">April 30, 2003</date>], the designated authority for a public building shall establish procedures for locating a child that is missing in the building.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">“(b) <inline class=\"small-caps\">Notification and search procedures</inline>.—Procedures established under this section shall provide, at a minimum, for the following:</p>\n<p style=\"-uslm-lc:I22\" class=\"indent1\">“(1) Notifying security personnel that a child is missing.</p>\n<p style=\"-uslm-lc:I22\" class=\"indent1\">“(2) Obtaining a detailed description of the child, including name, age, eye and hair color, height, weight, clothing, and shoes.</p>\n<p style=\"-uslm-lc:I22\" class=\"indent1\">“(3) Issuing a Code Adam alert and providing a description of the child, using a fast and effective means of communication.</p>\n<p style=\"-uslm-lc:I22\" class=\"indent1\">“(4) Establishing a central point of contact.</p>\n<p style=\"-uslm-lc:I22\" class=\"indent1\">“(5) Monitoring all points of egress from the building while a Code Adam alert is in effect.</p>\n<p style=\"-uslm-lc:I22\" class=\"indent1\">“(6) Conducting a thorough search of the building.</p>\n<p style=\"-uslm-lc:I22\" class=\"indent1\">“(7) Contacting local law enforcement.</p>\n<p style=\"-uslm-lc:I22\" class=\"indent1\">“(8) Documenting the incident.”</p>\n</note>\n<note style=\"-uslm-lc:I74\" topic=\"miscellaneous\" id=\"idf0a1bb6e-b211-11e9-9941-df2837ad0631\"><heading class=\"centered smallCaps\">Prohibition of Cigarette Sales to Minors in Federal Buildings and Lands</heading><p style=\"-uslm-lc:I21\" class=\"indent0\"><ref href=\"/us/pl/104/52/tVI/s636\">Pub.
