L. 107–217, Aug. 21, 2002, 116 Stat. 1111.)","seq_in_title":62,"parent_identifier":"/us/usc/t40/stI/ch5/schV","ancestors":[{"identifier":"/us/usc/t40","level":"title","num":"Title 40—","heading":"PUBLIC BUILDINGS, PROPERTY, AND WORKS","status":null,"is_section":false},{"identifier":"/us/usc/t40/stI","level":"subtitle","num":"SUBTITLE I—","heading":"FEDERAL PROPERTY AND ADMINISTRATIVE SERVICES","status":null,"is_section":false},{"identifier":"/us/usc/t40/stI/ch5","level":"chapter","num":"CHAPTER 5—","heading":"PROPERTY MANAGEMENT","status":null,"is_section":false},{"identifier":"/us/usc/t40/stI/ch5/schV","level":"subchapter","num":"SUBCHAPTER V—","heading":"OPERATION OF BUILDINGS AND RELATED ACTIVITIES","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"id3867c63e-56ae-11e3-9436-86e561d18d41\" identifier=\"/us/usc/t40/s583\"><num value=\"583\">§ 583.</num><heading> Construction of buildings</heading><subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id3867c63f-56ae-11e3-9436-86e561d18d41\" identifier=\"/us/usc/t40/s583/a\"><num value=\"a\">(a)</num><heading> <inline class=\"small-caps\">Authority</inline>.—</heading><chapeau>At the request of a federal agency, a mixed-ownership Government corporation (as defined in chapter 91 of title 31), or the District of Columbia, the Administrator of General Services may—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id3867c640-56ae-11e3-9436-86e561d18d41\" identifier=\"/us/usc/t40/s583/a/1\"><num value=\"1\">(1)</num><content> acquire land for a building or project authorized by Congress;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id3867c641-56ae-11e3-9436-86e561d18d41\" identifier=\"/us/usc/t40/s583/a/2\"><num value=\"2\">(2)</num><content> make or cause to be made (under contract or otherwise) surveys and test borings and prepare plans and specifications for a building or project prior to the Attorney General’s approval of the title to the site; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id3867c642-56ae-11e3-9436-86e561d18d41\" identifier=\"/us/usc/t40/s583/a/3\"><num value=\"3\">(3)</num><content> contract for, and supervise, the construction, development, and equipping of a building or project.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id3867c643-56ae-11e3-9436-86e561d18d41\" identifier=\"/us/usc/t40/s583/b\"><num value=\"b\">(b)</num><heading> <inline class=\"small-caps\">Transfer of Amounts</inline>.—</heading><content>An amount available to a federal agency or instrumentality for a building or project may be transferred, in advance, to the General Services Administration for purposes the Administrator determines are necessary, including payment of salaries and expenses for preparing plans and specifications and for field supervision.</content>\n</subsection>\n<sourceCredit id=\"id3867c644-56ae-11e3-9436-86e561d18d41\">(<ref href=\"/us/pl/107/217\">Pub.
