When a competitive contract expires, or is terminated for any reason, the Administration shall again offer to procure the covered services by contract with a sheltered workshop before procuring the covered services by competitive contract.</content>\n</subsection>\n<sourceCredit id=\"idf098e247-b211-11e9-9941-df2837ad0631\">(<ref href=\"/us/pl/107/217\">Pub.
