<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id8f3159b1-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361"><num value="10361">§ 10361.</num><heading> Findings</heading>
<chapeau style="-uslm-lc:I11" class="indent0">Congress finds that—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id8f3159b2-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/1"><num value="1">(1)</num><content> adequate and safe supplies of water are fundamental to the health, economy, security, and ecology of the United States;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8f3159b3-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/2"><num value="2">(2)</num><chapeau> systematic data-gathering with respect to, and research and development of, the water resources of the United States will help ensure the continued existence of sufficient quantities of water to support—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id8f3159b4-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/2/A"><num value="A">(A)</num><content> increasing populations;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8f3159b5-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/2/B"><num value="B">(B)</num><content> economic growth;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8f3159b6-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/2/C"><num value="C">(C)</num><content> irrigated agriculture;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8f3159b7-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/2/D"><num value="D">(D)</num><content> energy production; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8f3159b8-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/2/E"><num value="E">(E)</num><content> the protection of aquatic ecosystems;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8f3159b9-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/3"><num value="3">(3)</num><content> global climate change poses a significant challenge to the protection and use of the water resources of the United States due to an increased uncertainty with respect to the timing, form, and geographical distribution of precipitation, which may have a substantial effect on the supplies of water for agricultural, hydroelectric power, industrial, domestic supply, and environmental needs;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8f3159ba-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/4"><num value="4">(4)</num><chapeau> although States bear the primary responsibility and authority for managing the water resources of the United States, the Federal Government should support the States, as well as regional, local, and tribal governments, by carrying out—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id8f3159bb-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/4/A"><num value="A">(A)</num><content> nationwide data collection and monitoring activities;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8f3159bc-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/4/B"><num value="B">(B)</num><content> relevant research; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8f3159bd-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/4/C"><num value="C">(C)</num><content> activities to increase the efficiency of the use of water in the United States;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8f3159be-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/5"><num value="5">(5)</num><chapeau> Federal agencies that conduct water management and related activities have a responsibility—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id8f3159bf-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/5/A"><num value="A">(A)</num><content> to take a lead role in assessing risks to the water resources of the United States (including risks posed by global climate change); and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8f3159c0-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/5/B"><num value="B">(B)</num><chapeau> to develop strategies—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id8f3159c1-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/5/B/i"><num value="i">(i)</num><content> to mitigate the potential impacts of each risk described in subparagraph (A); and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id8f3180d2-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/5/B/ii"><num value="ii">(ii)</num><content> to help ensure that the long-term water resources management of the United States is sustainable and will ensure sustainable quantities of water;</content>
</clause>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8f3180d3-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/6"><num value="6">(6)</num><chapeau> it is critical to continue and expand research and monitoring efforts—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id8f3180d4-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/6/A"><num value="A">(A)</num><content> to improve the understanding of the variability of the water cycle; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8f3180d5-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/6/B"><num value="B">(B)</num><chapeau> to provide basic information necessary—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id8f3180d6-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/6/B/i"><num value="i">(i)</num><content> to manage and efficiently use the water resources of the United States; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id8f3180d7-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/6/B/ii"><num value="ii">(ii)</num><content> to identify new supplies of water that are capable of being reclaimed; and</content>
</clause>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8f3180d8-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/7"><num value="7">(7)</num><chapeau> the study of water use is vital—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id8f3180d9-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/7/A"><num value="A">(A)</num><content> to the understanding of the impacts of human activity on water and ecological resources; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8f3180da-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s10361/7/B"><num value="B">(B)</num><content> to the assessment of whether available surface and groundwater supplies will be available to meet the future needs of the United States.</content>
