Probably should be a reference to this chapter.</note></chapeau><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idd8920b4c-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> Administrator</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “Administrator” means the Administrator of the National Oceanic and Atmospheric Administration.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idd8920b4d-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Advisory Committee</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The term “Advisory Committee” means the National Advisory Committee on Water Information established—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd8920b4e-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/2/A\"><num value=\"A\">(A)</num><content> under the Office of Management and Budget Circular 92–01; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd8920b4f-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/2/B\"><num value=\"B\">(B)</num><content> to coordinate water data collection activities.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idd8920b50-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/3\"><num value=\"3\" class=\"bold\">(3)</num><heading class=\"bold\"> Assessment program</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “assessment program” means the water availability and use assessment program established by the Secretary under <ref href=\"/us/usc/t42/s10368/a\">section 10368(a) of this title</ref>.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idd8920b51-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/4\"><num value=\"4\" class=\"bold\">(4)</num><heading class=\"bold\"> Climate division</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “climate division” means 1 of the 359 divisions in the United States that represents 2 or more regions located within a State that are as climatically homogeneous as possible, as determined by the Administrator.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idd8920b52-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/5\"><num value=\"5\" class=\"bold\">(5)</num><heading class=\"bold\"> Commissioner</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “Commissioner” means the Commissioner of Reclamation.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idd8920b53-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/6\"><num value=\"6\" class=\"bold\">(6)</num><heading class=\"bold\"> Director</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “Director” means the Director of the United States Geological Survey.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idd8920b54-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/7\"><num value=\"7\" class=\"bold\">(7)</num><heading class=\"bold\"> Eligible applicant</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “eligible applicant” means any State, Indian tribe, irrigation district, water district, or other organization with water or power delivery authority.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idd8920b55-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/8\"><num value=\"8\" class=\"bold\">(8)</num><heading class=\"bold\"> Federal Power Marketing Administration</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The term “Federal Power Marketing Administration” means—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd8920b56-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/8/A\"><num value=\"A\">(A)</num><content> the Bonneville Power Administration;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd8920b57-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/8/B\"><num value=\"B\">(B)</num><content> the Southeastern Power Administration;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd8920b58-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/8/C\"><num value=\"C\">(C)</num><content> the Southwestern Power Administration; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd8920b59-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/8/D\"><num value=\"D\">(D)</num><content> the Western Area Power Administration.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idd8920b5a-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/9\"><num value=\"9\" class=\"bold\">(9)</num><heading class=\"bold\"> Hydrologic accounting unit</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “hydrologic accounting unit” means 1 of the 352 river basin hydrologic accounting units used by the United States Geological Survey.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idd8920b5b-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/10\"><num value=\"10\" class=\"bold\">(10)</num><heading class=\"bold\"> Indian tribe</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “Indian tribe” has the meaning given the term in <ref href=\"/us/usc/t25/s5304\">section 5304 of title 25</ref>.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idd8920b5c-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/11\"><num value=\"11\" class=\"bold\">(11)</num><heading class=\"bold\"> Major aquifer system</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The term “major aquifer system” means a groundwater system that is—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd8920b5d-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/11/A\"><num value=\"A\">(A)</num><content> identified as a significant groundwater system by the Director; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd8920b5e-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/11/B\"><num value=\"B\">(B)</num><content> included in the Groundwater Atlas of the United States, published by the United States Geological Survey.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idd8920b5f-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/12\"><num value=\"12\" class=\"bold\">(12)</num><heading class=\"bold\"> Major reclamation river basin</heading><subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"idd8920b60-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/12/A\"><num value=\"A\" class=\"bold\">(A)</num><heading class=\"bold\"> In general</heading><chapeau style=\"-uslm-lc:I13\" class=\"indent2\">The term “major reclamation river basin” means each major river system (including tributaries)—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idd8920b61-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/12/A/i\"><num value=\"i\">(i)</num><content> that is located in a service area of the Bureau of Reclamation; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idd8920b62-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/12/A/ii\"><num value=\"ii\">(ii)</num><content> at which is located a federally authorized project of the Bureau of Reclamation.</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"idd8920b63-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/12/B\"><num value=\"B\" class=\"bold\">(B)</num><heading class=\"bold\"> Inclusions</heading><chapeau style=\"-uslm-lc:I13\" class=\"indent2\">The term “major reclamation river basin” includes—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idd8920b64-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/12/B/i\"><num value=\"i\">(i)</num><content> the Colorado River;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idd8920b65-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/12/B/ii\"><num value=\"ii\">(ii)</num><content> the Columbia River;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idd8920b66-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/12/B/iii\"><num value=\"iii\">(iii)</num><content> the Klamath River;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idd8920b67-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/12/B/iv\"><num value=\"iv\">(iv)</num><content> the Missouri River;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idd8920b68-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/12/B/v\"><num value=\"v\">(v)</num><content> the Rio Grande;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idd8920b69-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/12/B/vi\"><num value=\"vi\">(vi)</num><content> the Sacramento River;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idd8920b6a-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/12/B/vii\"><num value=\"vii\">(vii)</num><content> the San Joaquin River; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idd8920b6b-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/12/B/viii\"><num value=\"viii\">(viii)</num><content> the Truckee River.</content>\n</clause>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idd8920b6c-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/13\"><num value=\"13\" class=\"bold\">(13)</num><heading class=\"bold\"> Non-Federal participant</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The term “non-Federal participant” means—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd8920b6d-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/13/A\"><num value=\"A\">(A)</num><content> a State, regional, or local authority;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd8920b6e-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/13/B\"><num value=\"B\">(B)</num><content> an Indian tribe or tribal organization; or</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd8920b6f-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/13/C\"><num value=\"C\">(C)</num><content> any other qualifying entity, such as a water conservation district, water conservancy district, or rural water district or association, or a nongovernmental organization.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idd8920b70-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/14\"><num value=\"14\" class=\"bold\">(14)</num><heading class=\"bold\"> Panel</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “panel” means the climate change and water intragovernmental panel established by the Secretary under <ref href=\"/us/usc/t42/s10366/a\">section 10366(a) of this title</ref>.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idd8920b71-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/15\"><num value=\"15\" class=\"bold\">(15)</num><heading class=\"bold\"> Program</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The term “program” means the regional integrated sciences and assessments program—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd8920b72-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/15/A\"><num value=\"A\">(A)</num><content> established by the Administrator; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd8920b73-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/15/B\"><num value=\"B\">(B)</num><content> that is comprised of 8 regional programs that use advances in integrated climate sciences to assist decisionmaking processes.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idd8920b74-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/16\"><num value=\"16\" class=\"bold\">(16)</num><heading class=\"bold\"> Secretary</heading><subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"idd8920b75-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/16/A\"><num value=\"A\" class=\"bold\">(A)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I13\" class=\"indent2\">Except as provided in subparagraph (B), the term “Secretary” means the Secretary of the Interior.</p>\n</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"idd8920b76-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/16/B\"><num value=\"B\" class=\"bold\">(B)</num><heading class=\"bold\"> Exceptions</heading><chapeau style=\"-uslm-lc:I13\" class=\"indent2\">The term “Secretary” means—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idd8920b77-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s10362/16/B/i\"><num value=\"i\">(i)</num><content> in the case of sections 10363, 10364, and 10369 of this title, the Secretary of the Interior (acting through the Commissioner);
