<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idacf02aab-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412"><num value="10412">§ 10412.</num><heading> Specialized services for abused parents and their children</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idacf02aac-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idacf02aad-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/a/1"><num value="1" class="bold">(1)</num><heading class="bold"> Program</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary shall establish a grant program to expand the capacity of family violence, domestic violence, and dating violence service programs and community-based programs to prevent future domestic violence by addressing, in an appropriate manner, the needs of children exposed to family violence, domestic violence, or dating violence.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idacf02aae-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/a/2"><num value="2" class="bold">(2)</num><heading class="bold"> Grants</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary may make grants to eligible entities through the program established under paragraph (1) for periods of not more than 2 years. If the Secretary determines that an entity has received such a grant and been successful in meeting the objectives of the grant application submitted under subsection (c), the Secretary may renew the grant for 1 additional period of not more than 2 years.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idacf02aaf-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/b"><num value="b" class="bold">(b)</num><heading class="bold"> Eligible entities</heading><content><p style="-uslm-lc:I11" class="indent0">To be eligible to receive a grant under this section, an entity shall be a local agency, a nonprofit private organization (including faith-based and charitable organizations, community-based organizations, and voluntary associations), or a tribal organization, with a demonstrated record of serving victims of family violence, domestic violence, or dating violence and their children.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idacf02ab0-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/c"><num value="c" class="bold">(c)</num><heading class="bold"> Application</heading><chapeau style="-uslm-lc:I11" class="indent0">An entity seeking a grant under this section shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may reasonably require, including—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idacf02ab1-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/c/1"><num value="1">(1)</num><chapeau> a description of how the entity will prioritize the safety of, and confidentiality of information about—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idacf02ab2-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/c/1/A"><num value="A">(A)</num><content> victims of family violence, victims of domestic violence, and victims of dating violence; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idacf02ab3-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/c/1/B"><num value="B">(B)</num><content> children of victims described in subparagraph (A);</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idacf02ab4-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/c/2"><num value="2">(2)</num><content> a description of how the entity will provide developmentally appropriate and age-appropriate services, and culturally and linguistically appropriate services, to the victims and children; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idacf051c5-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/c/3"><num value="3">(3)</num><content> a description of how the entity will ensure that professionals working with the children receive the training and technical assistance appropriate and relevant to the unique needs of children exposed to family violence, domestic violence, or dating violence.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idacf051c6-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/d"><num value="d" class="bold">(d)</num><heading class="bold"> Use of funds</heading><chapeau style="-uslm-lc:I11" class="indent0">An entity that receives a grant under this section for a family violence, domestic violence, and dating violence service or community-based program described in subsection (a)—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idacf051c7-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/d/1"><num value="1">(1)</num><chapeau> shall use the funds made available through the grant—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idacf051c8-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/d/1/A"><num value="A">(A)</num><content> to provide direct counseling, appropriate services consistent with subsection (c)(2), or advocacy on behalf of victims of family violence, domestic violence, or dating violence and their children, including coordinating services with services provided by the child welfare system;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idacf051c9-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/d/1/B"><num value="B">(B)</num><content> to provide services for nonabusing parents to support those parents’ roles as caregivers and their roles in responding to the social, emotional, and developmental needs of their children; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idacf051ca-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/d/1/C"><num value="C">(C)</num><content> where appropriate, to provide the services described in this subsection while working with such a nonabusing parent and child together; and</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idacf051cb-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/d/2"><num value="2">(2)</num><chapeau> may use the funds made available through the grant—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idacf051cc-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/d/2/A"><num value="A">(A)</num><content> to provide early childhood development and mental health services;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idacf051cd-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/d/2/B"><num value="B">(B)</num><content> to coordinate activities with and provide technical assistance to community-based organizations serving victims of family violence, domestic violence, or dating violence or children exposed to family violence, domestic violence, or dating violence; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idacf051ce-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/d/2/C"><num value="C">(C)</num><content> to provide additional services and referrals to services for children, including child care, transportation, educational support, respite care, supervised visitation, or other necessary services.</content>
</subparagraph>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idacf051cf-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s10412/e"><num value="e" class="bold">(e)</num><heading class="bold"> Reports and evaluation</heading><content><p style="-uslm-lc:I11" class="indent0">Each entity receiving a grant under this section shall submit a performance report to the Secretary at such time as shall be reasonably required by the Secretary. Such performance report shall describe the activities that have been carried out with such grant funds, contain an evaluation of the effectiveness of such activities, and provide such additional information as the Secretary may reasonably require.</p>
