Such report shall include an assessment of the cost effectiveness of the program as a whole and, to the extent practicable, of individual grants, an assessment of whether the restrictions and limitations specified in sections 10706 and 10707 of this title have been respected, and such recommendations as the Attorney General, in consultation with the Federal Judicial Center, deems appropriate.</p>\n</content><sourceCredit id=\"id8f38fa39-86fb-11e9-b915-8b3e54686b9f\">(<ref href=\"/us/pl/98/620/tII/s213\">Pub.
