L. 106–310</ref> substituted “2003” for “1995”.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">1991—<ref href=\"/us/pl/102/173\">Pub. L. 102–173</ref> amended section generally. Prior to amendment, section read as follows: “For allotments under this subchapter, there are authorized to be appropriated $14,300,000 for fiscal year 1989, and such sums as may be necessary for fiscal year 1990 and fiscal year 1991.”</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">1988—<ref href=\"/us/pl/100/509\">Pub. L. 100–509</ref> amended section generally. Prior to amendment, section read as follows: “For allotments under this subchapter, there are authorized to be appropriated $10,000,000 for fiscal year 1986, $10,500,000 for fiscal year 1987, and $11,025,000 for fiscal year 1988.”</p>\n</note>\n<note style=\"-uslm-lc:I74\" topic=\"effectiveDateOfAmendment\" id=\"id8f3af6ea-86fb-11e9-b915-8b3e54686b9f\"><heading class=\"centered smallCaps\">Effective Date of 1988 Amendment</heading><p><ref href=\"/us/pl/100/509/s8\">Pub.
