L. 91–373, title I, § 141, Aug. 10, 1970, 84 Stat. 705.)","seq_in_title":1690,"parent_identifier":"/us/usc/t42/ch7/schIX","ancestors":[{"identifier":"/us/usc/t42","level":"title","num":"Title 42—","heading":"THE PUBLIC HEALTH AND WELFARE","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch7","level":"chapter","num":"CHAPTER 7—","heading":"SOCIAL SECURITY","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch7/schIX","level":"subchapter","num":"SUBCHAPTER IX—","heading":"EMPLOYMENT SECURITY ADMINISTRATIVE FINANCING","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"ida6edc6c0-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s1107\"><num value=\"1107\">§ 1107.</num><heading> Personnel training</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6edc6c1-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s1107/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Creation of program</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">In order to assist in increasing the effectiveness and efficiency of administration of the unemployment compensation program by increasing the number of adequately trained personnel, the Secretary of Labor shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida6edc6c2-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s1107/a/1\"><num value=\"1\">(1)</num><content> provide directly, through State agencies, or through contracts with institutions of higher education or other qualified agencies, organizations, or institutions, programs and courses designed to train individuals to prepare them, or improve their qualifications, for service in the administration of the unemployment compensation program, including claims determinations and adjudication, with such stipends and allowances as may be permitted under regulations of the Secretary;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida6edc6c3-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s1107/a/2\"><num value=\"2\">(2)</num><content> develop training materials for and provide technical assistance to the State agencies in the operation of their training programs;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida6edc6c4-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s1107/a/3\"><num value=\"3\">(3)</num><content> under such regulations as he may prescribe, award fellowships and traineeships to persons in the Federal-State employment security agencies, in order to prepare them or improve their qualifications for service in the administration of the unemployment compensation program.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6edc6c5-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s1107/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Repayment of costs</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary may, to the extent that he finds such action to be necessary, prescribe requirements to assure that any person receiving a fellowship, traineeship, stipend or allowance shall repay the costs thereof to the extent that such person fails to serve in the Federal-State employment security program for the period prescribed by the Secretary. The Secretary may relieve any individual of his obligation to so repay, in whole or in part, whenever and to the extent that such repayment would, in his judgment, be inequitable or would be contrary to the purposes of any of the programs established by this section.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6edc6c6-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s1107/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Detail of Federal and State employees</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary, with the concurrence of the State, may detail Federal employees to State unemployment compensation administration and the Secretary may concur in the detailing of State employees to the United States Department of Labor for temporary periods for training or for purposes of unemployment compensation administration, and the provisions of section 869b <ref class=\"footnoteRef\" idref=\"fn002619\">1</ref><note type=\"footnote\" id=\"fn002619\"><num>1</num> See References in Text note below.</note> of title 20 or any more general program of interchange enacted by a law amending, supplementing, or replacing section 869b <ref class=\"footnoteRef\" idref=\"fn002619\">1</ref> of title 20 shall apply to any such assignment.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida6edc6c7-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s1107/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Authorization of appropriations</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">There are hereby authorized to be appropriated for the fiscal year ending <date date=\"1971-06-30\">June 30, 1971</date>, and for each fiscal year thereafter such sums, not to exceed $5,000,000, as may be necessary to carry out the purposes of this section.</p>\n</content>\n</subsection>\n<sourceCredit id=\"ida6edc6c8-09a0-11eb-a85b-f5cef3d06f4d\">(<ref href=\"/us/act/1935-08-14/ch531\">Aug. 14, 1935, ch. 531</ref>, title IX, § 907, as added <ref href=\"/us/pl/91/373/tI/s141\">Pub.
