L. 102–396</ref>. Section 9168, which referred to S. 2681, as passed by the Senate on “<date date=\"1992-09-12\">September 12, 1992</date>”, has been treated as referring to S. 2681, as passed by the Senate on <date date=\"1992-08-07\">Aug. 7, 1992</date>, to reflect the probable intent of Congress.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">Section was formerly classified to <ref href=\"/us/usc/t42/s11709\">section 11709 of this title</ref> prior to the general amendment of this chapter by <ref href=\"/us/pl/102/396\">Pub.
