<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idad32ff9c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a"><num value="12651a">§ 12651a.</num><heading> Board of Directors</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad32ff9d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/a"><num value="a" class="bold">(a)</num><heading class="bold"> Composition</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad32ff9e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/a/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><chapeau style="-uslm-lc:I12" class="indent1">There shall be in the Corporation a Board of Directors (referred to in this division as the “Board”) that shall be composed of—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad32ff9f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/a/1/A"><num value="A">(A)</num><chapeau> 15 members, including an individual between the ages of 16 and 25 who—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="idad32ffa0-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/a/1/A/i"><num value="i">(i)</num><content> has served in a school-based or community-based service-learning program; or</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="idad32ffa1-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/a/1/A/ii"><num value="ii">(ii)</num><content> is or was a participant or a supervisor in a program;</content>
</clause>

<continuation style="-uslm-lc:I32" class="indent2 firstIndent0">to be appointed by the President, by and with the advice and consent of the Senate; and</continuation>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad32ffa2-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/a/1/B"><num value="B">(B)</num><content> the ex officio nonvoting members described in paragraph (3).</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad32ffa3-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/a/2"><num value="2" class="bold">(2)</num><heading class="bold"> Qualifications</heading><chapeau style="-uslm-lc:I12" class="indent1">To the maximum extent practicable, the President shall appoint members—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad32ffa4-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/a/2/A"><num value="A">(A)</num><content> who have extensive experience in volunteer or service activities, which may include programs funded under one of the national service laws, and in State government;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad32ffa5-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/a/2/B"><num value="B">(B)</num><content> who represent a broad range of viewpoints;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad32ffa6-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/a/2/C"><num value="C">(C)</num><content> who are experts in the delivery of human, educational, environmental, or public safety services;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad32ffa7-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/a/2/D"><num value="D">(D)</num><content> so that the Board shall be diverse according to race, ethnicity, age, gender, and disability characteristics; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad32ffa8-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/a/2/E"><num value="E">(E)</num><content> so that no more than 50 percent of the appointed members of the Board, plus 1 additional appointed member, are from a single political party.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad32ffa9-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/a/3"><num value="3" class="bold">(3)</num><heading class="bold"> Ex officio members</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary of Education, the Secretary of Health and Human Services, the Secretary of Labor, the Secretary of the Interior, the Secretary of Agriculture, the Secretary of Housing and Urban Development, the Secretary of Defense, the Attorney General, the Director of the Peace Corps, the Administrator of the Environmental Protection Agency, and the Chief Executive Officer shall serve as ex officio nonvoting members of the Board.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad32ffaa-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/b"><num value="b" class="bold">(b)</num><heading class="bold"> Officers</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad32ffab-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/b/1"><num value="1" class="bold">(1)</num><heading class="bold"> Chairperson</heading><content><p style="-uslm-lc:I12" class="indent1">The President shall appoint a member of the Board to serve as the initial Chairperson of the Board. Each subsequent Chairperson shall be elected by the Board from among its members.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad32ffac-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/b/2"><num value="2" class="bold">(2)</num><heading class="bold"> Vice Chairperson</heading><content><p style="-uslm-lc:I12" class="indent1">The Board shall elect a Vice Chairperson from among its membership.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad32ffad-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/b/3"><num value="3" class="bold">(3)</num><heading class="bold"> Other officers</heading><content><p style="-uslm-lc:I12" class="indent1">The Board may elect from among its membership such additional officers of the Board as the Board determines to be appropriate.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad32ffae-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/c"><num value="c" class="bold">(c)</num><heading class="bold"> Terms</heading><content><p style="-uslm-lc:I11" class="indent0">Subject to subsection (e), each appointed member shall serve for a term of 5 years.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad3326bf-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/d"><num value="d" class="bold">(d)</num><heading class="bold"> Vacancies</heading><content><p style="-uslm-lc:I11" class="indent0">If a vacancy occurs on the Board, a new member shall be appointed by the President, by and with the advice and consent of the Senate, and serve for the remainder of the term for which the predecessor of such member was appointed. The vacancy shall not affect the power of the remaining members to execute the duties of the Board.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad3326c0-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12651a/e"><num value="e" class="bold">(e)</num><heading class="bold"> Service until appointment of successor</heading><content><p style="-uslm-lc:I11" class="indent0">A voting member of the Board whose term has expired may continue to serve on the Board until the date on which the member’s successor takes office, which period shall not exceed 1 year.</p>
