</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad37bae4-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/a/2"><num value="2">(2)</num><content> Increased public and private investment in replicating and expanding proven effective solutions, and supporting new solutions, developed by social entrepreneurs and other nonprofit community organizations could allow those entrepreneurs and organizations to replicate and expand proven initiatives, and support new initiatives, in communities.</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad37e1f5-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/a/3"><num value="3">(3)</num><content> A network of Social Innovation Funds could leverage Federal investments to increase State, local, business, and philanthropic resources to replicate and expand proven solutions and invest in supporting new innovations to tackle specific identified community challenges.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad37e1f6-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/b"><num value="b" class="bold">(b)</num><heading class="bold"> Purposes</heading><chapeau style="-uslm-lc:I11" class="indent0">The purposes of this section are—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idad37e1f7-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/b/1"><num value="1">(1)</num><content> to recognize and increase the impact of social entrepreneurs and other nonprofit community organizations in tackling national and local challenges;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad37e1f8-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/b/2"><num value="2">(2)</num><content> to stimulate the development of a network of Social Innovation Funds that will increase private and public investment in nonprofit community organizations that are effectively addressing national and local challenges to allow such organizations to replicate and expand proven initiatives or support new initiatives;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad37e1f9-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/b/3"><num value="3">(3)</num><chapeau> to assess the effectiveness of such Funds in—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad37e1fa-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/b/3/A"><num value="A">(A)</num><content> leveraging Federal investments to increase State, local, business, and philanthropic resources to address national and local challenges;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad37e1fb-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/b/3/B"><num value="B">(B)</num><content> providing resources to replicate and expand effective initiatives; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad37e1fc-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/b/3/C"><num value="C">(C)</num><content> seeding experimental initiatives focused on improving outcomes in the areas described in subsection (f)(3); and</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad37e1fd-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/b/4"><num value="4">(4)</num><content> to strengthen the infrastructure to identify, invest in, replicate, and expand initiatives with effective solutions to national and local challenges.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad37e1fe-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/c"><num value="c" class="bold">(c)</num><heading class="bold"> Definitions</heading><chapeau style="-uslm-lc:I11" class="indent0">In this section:</chapeau><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad37e1ff-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/c/1"><num value="1" class="bold">(1)</num><heading class="bold"> Community organization</heading><content><p style="-uslm-lc:I12" class="indent1">The term “community organization” means a nonprofit organization that carries out innovative, effective initiatives to address community challenges.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad37e200-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/c/2"><num value="2" class="bold">(2)</num><heading class="bold"> Covered entity</heading><chapeau style="-uslm-lc:I12" class="indent1">The term “covered entity” means—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad37e201-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/c/2/A"><num value="A">(A)</num><content> an existing grantmaking institution (existing as of the date on which the institution applies for a grant under this section); or</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad37e202-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/c/2/B"><num value="B">(B)</num><chapeau> a partnership between—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="idad37e203-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/c/2/B/i"><num value="i">(i)</num><content> such an existing grantmaking institution; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="idad37e204-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/c/2/B/ii"><num value="ii">(ii)</num><content> an additional grantmaking institution, a State Commission, or a chief executive officer of a unit of general local government.</content>
</clause>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad37e205-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/c/3"><num value="3" class="bold">(3)</num><heading class="bold"> Issue area</heading><content><p style="-uslm-lc:I12" class="indent1">The term “issue area” means an area described in subsection (f)(3).</p>

</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad37e206-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/d"><num value="d" class="bold">(d)</num><heading class="bold"> Program</heading><content><p style="-uslm-lc:I11" class="indent0">From the amounts appropriated to carry out this section that are not reserved under subsections (<i>l</i>) and (m), the Corporation shall establish a Social Innovation Funds grant program to make grants on a competitive basis to eligible entities for Social Innovation Funds.</p>
</content>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad37e207-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/e"><num value="e" class="bold">(e)</num><heading class="bold"> Periods; amounts</heading><content><p style="-uslm-lc:I11" class="indent0">The Corporation shall make such grants for periods of 5 years, and may renew the grants for additional periods of 5 years, in amounts of not less than $1,000,000 and not more than $10,000,000 per year.</p>
</content>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad37e208-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f"><num value="f" class="bold">(f)</num><heading class="bold"> Eligibility</heading><chapeau style="-uslm-lc:I11" class="indent0">To be eligible to receive a grant under subsection (d), an entity shall—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idad37e209-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/1"><num value="1">(1)</num><content> be a covered entity;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad37e20a-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/2"><num value="2">(2)</num><chapeau> propose to focus on—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad37e20b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/2/A"><num value="A">(A)</num><content> serving a specific local geographical area; or</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad37e20c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/2/B"><num value="B">(B)</num><content> addressing a specific issue area;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad37e20d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/3"><num value="3">(3)</num><chapeau> propose to focus on improving measurable outcomes relating to—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad37e20e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/3/A"><num value="A">(A)</num><content> education for economically disadvantaged elementary or secondary school students;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad37e20f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/3/B"><num value="B">(B)</num><content> child and youth development;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad37e210-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/3/C"><num value="C">(C)</num><content> reductions in poverty or increases in economic opportunity for economically disadvantaged individuals;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad37e211-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/3/D"><num value="D">(D)</num><content> health, including access to health services and health education;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad37e212-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/3/E"><num value="E">(E)</num><content> resource conservation and local environmental quality;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad37e213-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/3/F"><num value="F">(F)</num><content> individual or community energy efficiency;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad37e214-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/3/G"><num value="G">(G)</num><content> civic engagement; or</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad37e215-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/3/H"><num value="H">(H)</num><content> reductions in crime;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad37e216-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/4"><num value="4">(4)</num><chapeau> have an evidence-based decisionmaking strategy, including—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad37e217-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/4/A"><num value="A">(A)</num><content> use of evidence produced by prior rigorous evaluations of program effectiveness including, where available, well-implemented randomized controlled trials; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad380928-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/4/B"><num value="B">(B)</num><chapeau> a well-articulated plan to—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="idad380929-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/4/B/i"><num value="i">(i)</num><subclause style="-uslm-lc:I14" class="indent3" id="idad38092a-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/4/B/i/I"><num value="I">(I)</num><content> replicate and expand research-proven initiatives that have been shown to produce sizeable, sustained benefits to participants or society; or</content>
</subclause>
<subclause style="-uslm-lc:I14" class="indent3" id="idad38092b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/4/B/i/II"><num value="II">(II)</num><content> support new initiatives with a substantial likelihood of significant impact; or</content>
</subclause>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="idad38092c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/4/B/ii"><num value="ii">(ii)</num><content> partner with a research organization to carry out rigorous evaluations to assess the effectiveness of such initiatives; and</content>
</clause>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad38092d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/f/5"><num value="5">(5)</num><content> have appropriate policies, as determined by the Corporation, that protect against conflict of interest, self-dealing, and other improper practices.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad38092e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g"><num value="g" class="bold">(g)</num><heading class="bold"> Application</heading><chapeau style="-uslm-lc:I11" class="indent0">To be eligible to receive a grant under subsection (d) for national leveraging capital, an eligible entity shall submit an application to the Corporation at such time, in such manner, and containing such information as the Corporation may specify, including, at a minimum—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idad38092f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/1"><num value="1">(1)</num><chapeau> an assurance that the eligible entity will—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad380930-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/1/A"><num value="A">(A)</num><content> use the funds received through that capital in order to make subgrants to community organizations that will use the funds to replicate or expand proven initiatives, or support new initiatives, in low-income communities;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad380931-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/1/B"><num value="B">(B)</num><content> in making decisions about subgrants for communities, consult with a diverse cross section of community representatives in the decisions, including individuals from the public, nonprofit private, and for-profit private sectors; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad380932-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/1/C"><num value="C">(C)</num><content> make subgrants of a sufficient size and scope to enable the community organizations to build their capacity to manage initiatives, and sustain replication or expansion of the initiatives;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad380933-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/2"><num value="2">(2)</num><content> an assurance that the eligible entity will not make any subgrants to the parent organizations of the eligible entity, a subsidiary organization of the parent organization, or, if the eligible entity applied for funds under this section as a partnership, any member of the partnership;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad380934-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/3"><num value="3">(3)</num><chapeau> an identification of, as appropriate—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad380935-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/3/A"><num value="A">(A)</num><content> the specific local geographical area referred to in subsection (f)(2)(A) that the eligible entity is proposing to serve; or</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad380936-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/3/B"><num value="B">(B)</num><content> the issue area referred to in subsection (f)(2)(B) that the eligible entity will address, and the geographical areas that the eligible entity is likely to serve in addressing such issue area;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad380937-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/4"><num value="4">(4)</num><subparagraph style="-uslm-lc:I12" class="indent1" id="idad380938-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/4/A"><num value="A">(A)</num><content> information identifying the issue areas in which the eligible entity will work to improve measurable outcomes;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I12" class="indent1" id="idad380939-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/4/B"><num value="B">(B)</num><chapeau> statistics on the needs related to those issue areas in, as appropriate—</chapeau><clause style="-uslm-lc:I13" class="indent2" id="idad38093a-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/4/B/i"><num value="i">(i)</num><content> the specific local geographical area described in paragraph (3)(A); or</content>
</clause>
<clause style="-uslm-lc:I13" class="indent2" id="idad38093b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/4/B/ii"><num value="ii">(ii)</num><content> the geographical areas described in paragraph (3)(B), including statistics demonstrating that those geographical areas have high need in the specific issue area that the eligible entity is proposing to address; and</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I12" class="indent1" id="idad38093c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/4/C"><num value="C">(C)</num><content> information on the specific measurable outcomes related to the issue areas involved that the eligible entity will seek to improve;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad38093d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/5"><num value="5">(5)</num><chapeau> information describing the process by which the eligible entity selected, or will select, community organizations to receive the subgrants, to ensure that the community organizations—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad38093e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/5/A"><num value="A">(A)</num><chapeau> are institutions—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="idad38093f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/5/A/i"><num value="i">(i)</num><content> with proven initiatives and a demonstrated track record of achieving specific outcomes related to the measurable outcomes for the eligible entity; or</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="idad380940-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/5/A/ii"><num value="ii">(ii)</num><content> that articulate a new solution with a significant likelihood for substantial impact;</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad380941-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/5/B"><num value="B">(B)</num><content> articulate measurable outcomes for the use of the subgrant funds that are connected to the measurable outcomes for the eligible entity;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad380942-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/5/C"><num value="C">(C)</num><content> will use the funds to replicate, expand, or support their initiatives;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad380943-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/5/D"><num value="D">(D)</num><content> provide a well-defined plan for replicating, expanding, or supporting the initiatives funded;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad380944-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/5/E"><num value="E">(E)</num><content> can sustain the initiatives after the subgrant period concludes through reliable public revenues, earned income, or private sector funding;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad383055-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/5/F"><num value="F">(F)</num><content> have strong leadership and financial and management systems;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad383056-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/5/G"><num value="G">(G)</num><content> are committed to the use of data collection and evaluation for improvement of the initiatives;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad383057-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/5/H"><num value="H">(H)</num><content> will implement and evaluate innovative initiatives, to be important contributors to knowledge in their fields; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad383058-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/5/I"><num value="I">(I)</num><content> will meet the requirements for providing matching funds specified in subsection (k);</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad383059-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/6"><num value="6">(6)</num><content> information about the eligible entity, including its experience managing collaborative initiatives, or assessing applicants for grants and evaluating the performance of grant recipients for outcome-focused initiatives, and any other relevant information;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad38305a-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/7"><num value="7">(7)</num><content> a commitment to meet the requirements of subsection (i) and a plan for meeting the requirements, including information on any funding that the eligible entity has secured to provide the matching funds required under that subsection;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad38305b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/8"><num value="8">(8)</num><content> a description of the eligible entity’s plan for providing technical assistance and support, other than financial support, to the community organizations that will increase the ability of the community organizations to achieve their measurable outcomes;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad38305c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/9"><num value="9">(9)</num><chapeau> information on the commitment, institutional capacity, and expertise of the eligible entity concerning—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad38305d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/9/A"><num value="A">(A)</num><content> collecting and analyzing data required for evaluations, compliance efforts, and other purposes;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad38305e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/9/B"><num value="B">(B)</num><content> supporting relevant research; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad38305f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/9/C"><num value="C">(C)</num><content> submitting regular reports to the Corporation, including information on the initiatives of the community organizations, and the replication or expansion of such initiatives;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad383060-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/10"><num value="10">(10)</num><content> a commitment to use data and evaluations to improve the eligible entity’s own model and to improve the initiatives funded by the eligible entity; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad383061-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/g/11"><num value="11">(11)</num><content> a commitment to cooperate with any evaluation activities undertaken by the Corporation.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad383062-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/h"><num value="h" class="bold">(h)</num><heading class="bold"> Selection criteria</heading><chapeau style="-uslm-lc:I11" class="indent0">In selecting eligible entities to receive grants under subsection (d), the Corporation shall—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idad383063-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/h/1"><num value="1">(1)</num><content> select eligible entities on a competitive basis;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad383064-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/h/2"><num value="2">(2)</num><content> select eligible entities on the basis of the quality of their selection process, as described in subsection (g)(5), the capacity of the eligible entities to manage Social Innovation Funds, and the potential of the eligible entities to sustain the Funds after the conclusion of the grant period;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad383065-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/h/3"><num value="3">(3)</num><content> include among the grant recipients eligible entities that propose to provide subgrants to serve communities (such as rural low-income communities) that the eligible entities can demonstrate are significantly philanthropically underserved;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad383066-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/h/4"><num value="4">(4)</num><content> select a geographically diverse set of eligible entities; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad383067-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/h/5"><num value="5">(5)</num><content> take into account broad community perspectives and support.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad383068-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/i"><num value="i" class="bold">(i)</num><heading class="bold"> Matching funds for grants</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad383069-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/i/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">The Corporation may not make a grant to an eligible entity under subsection (d) for a Social Innovation Fund unless the entity agrees that, with respect to the cost described in subsection (d) for that Fund, the entity will make available matching funds in an amount equal to not less than $1 for every $1 of funds provided under the grant.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad38306a-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/i/2"><num value="2" class="bold">(2)</num><heading class="bold"> Additional requirements</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="idad38306b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/i/2/A"><num value="A" class="bold">(A)</num><heading class="bold"> Type and sources</heading><content><p style="-uslm-lc:I13" class="indent2">The eligible entity shall provide the matching funds in cash. The eligible entity shall provide the matching funds from State, local, or private sources, which may include State or local agencies, businesses, private philanthropic organizations, or individuals.</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="idad38306c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/i/2/B"><num value="B" class="bold">(B)</num><heading class="bold"> Eligible entities including State Commissions or local government offices</heading><clause style="-uslm-lc:I77" class="indent5 firstIndent-2" id="idad38306d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/i/2/B/i"><num value="i" class="bold">(i)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I14" class="indent3">In a case in which a State Commission, a local government office, or both entities are a part of the eligible entity, the State involved, the local government involved, or both entities, respectively, shall contribute not less than 30 percent and not more than 50 percent of the matching funds.</p>
</content>
</clause>
<clause style="-uslm-lc:I77" class="indent5 firstIndent-2" id="idad38577e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/i/2/B/ii"><num value="ii" class="bold">(ii)</num><heading class="bold"> Local government office</heading><content><p style="-uslm-lc:I14" class="indent3">In this subparagraph, the term “local government office” means the office of the chief executive officer of a unit of general local government.</p>

</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad38577f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/i/3"><num value="3" class="bold">(3)</num><heading class="bold"> Reduction</heading><content><p style="-uslm-lc:I12" class="indent1">The Corporation may reduce by 50 percent the matching funds required by paragraph (1) for an eligible entity serving a community (such as a rural low-income community) that the eligible entity can demonstrate is significantly philanthropically underserved.</p>
</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad385780-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/j"><num value="j" class="bold">(j)</num><heading class="bold"> Subgrants</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad385781-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/j/1"><num value="1" class="bold">(1)</num><heading class="bold"> Subgrants authorized</heading><chapeau style="-uslm-lc:I12" class="indent1">An eligible entity receiving a grant under subsection (d) is authorized to use the funds made available through the grant to award, on a competitive basis, subgrants to expand or replicate proven initiatives, or support new initiatives with a substantial likelihood of success, to—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad385782-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/j/1/A"><num value="A">(A)</num><content> community organizations serving low-income communities within the specific local geographical area described in the eligible entity’s application in accordance with subsection (g)(3)(A); or</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad385783-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/j/1/B"><num value="B">(B)</num><content> community organizations addressing a specific issue area described in the eligible entity’s application in accordance with subsection (g)(3)(B), in low-income communities in the geographical areas described in the application.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad385784-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/j/2"><num value="2" class="bold">(2)</num><heading class="bold"> Periods; amounts</heading><content><p style="-uslm-lc:I12" class="indent1">The eligible entity shall make such subgrants for periods of not less than 3 and not more than 5 years, and may renew the subgrants for such periods, in amounts of not less than $100,000 per year.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad385785-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/j/3"><num value="3" class="bold">(3)</num><heading class="bold"> Applications</heading><chapeau style="-uslm-lc:I12" class="indent1">To be eligible to receive a subgrant from an eligible entity under this section, including receiving a payment for that subgrant each year, a community organization shall submit an application to an eligible entity that serves the specific local geographical area, or geographical areas, that the community organization proposes to serve, at such time, in such manner, and containing such information as the eligible entity may require, including—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad385786-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/j/3/A"><num value="A">(A)</num><content> a description of the initiative the community organization carries out and plans to replicate or expand, or of the new initiative the community organization intends to support, using funds received from the eligible entity, and how the initiative relates to the issue areas in which the eligible entity has committed to work in the eligible entity’s application, in accordance with subsection (g)(4)(A);</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad385787-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/j/3/B"><num value="B">(B)</num><content> data on the measurable outcomes the community organization has improved, and information on the measurable outcomes the community organization seeks to improve by replicating or expanding a proven initiative or supporting a new initiative, which shall be among the measurable outcomes that the eligible entity identified in the eligible entity’s application, in accordance with subsection (g)(4)(C);</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad385788-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/j/3/C"><num value="C">(C)</num><content> an identification of the community in which the community organization proposes to carry out an initiative, which shall be within a local geographical area described in the eligible entity’s application in accordance with subparagraph (A) or (B) of subsection (g)(3), as applicable;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad385789-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/j/3/D"><num value="D">(D)</num><chapeau> a description of the evidence-based decisionmaking strategies the community organization uses to improve the measurable outcomes, including—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="idad38578a-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/j/3/D/i"><num value="i">(i)</num><content> use of evidence produced by prior rigorous evaluations of program effectiveness including, where available, well-implemented randomized controlled trials; or</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="idad38578b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/j/3/D/ii"><num value="ii">(ii)</num><content> a well-articulated plan to conduct, or partner with a research organization to conduct, rigorous evaluations to assess the effectiveness of initiatives addressing national or local challenges;</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad38578c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/j/3/E"><num value="E">(E)</num><content> a description of how the community organization uses data to analyze and improve its initiatives;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad38578d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/j/3/F"><num value="F">(F)</num><content> specific evidence of how the community organization will meet the requirements for providing matching funds specified in subsection (k);</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad38578e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/j/3/G"><num value="G">(G)</num><content> a description of how the community organization will sustain the replicated or expanded initiative after the conclusion of the subgrant period; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad38578f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/j/3/H"><num value="H">(H)</num><content> any other information the eligible entity may require, including information necessary for the eligible entity to fulfill the requirements of subsection (g)(5).</content>
</subparagraph>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad387ea0-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/k"><num value="k" class="bold">(k)</num><heading class="bold"> Matching funds for subgrants</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad387ea1-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/k/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">An eligible entity may not make a subgrant to a community organization under this section for an initiative described in subsection (j)(3)(A) unless the organization agrees that, with respect to the cost of carrying out that initiative, the organization will make available, on an annual basis, matching funds in an amount equal to not less than $1 for every $1 of funds provided under the subgrant. If the community organization fails to make such matching funds available for a fiscal year, the eligible entity shall not make payments for the remaining fiscal years of the subgrant period, notwithstanding any other provision of this part.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad387ea2-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/k/2"><num value="2" class="bold">(2)</num><heading class="bold"> Types and sources</heading><content><p style="-uslm-lc:I12" class="indent1">The community organization shall provide the matching funds in cash. The community organization shall provide the matching funds from State, local, or private sources, which may include funds from State or local agencies or private sector funding.</p>
</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad387ea3-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/l"><num value="l" class="bold">(l)</num><heading class="bold"> Direct support</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad387ea4-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/l/1"><num value="1" class="bold">(1)</num><heading class="bold"> Program authorized</heading><content><p style="-uslm-lc:I12" class="indent1">The Corporation may use not more than 10 percent of the funds appropriated for this section to award grants to community organizations serving low-income communities or addressing a specific issue area in geographical areas that have the highest need in that issue area, to enable such community organizations to replicate or expand proven initiatives or support new initiatives.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad387ea5-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/l/2"><num value="2" class="bold">(2)</num><heading class="bold"> Terms and conditions</heading><content><p style="-uslm-lc:I12" class="indent1">A grant awarded under this subsection shall be subject to the same terms and conditions as a subgrant awarded under subsection (j).</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad387ea6-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/l/3"><num value="3" class="bold">(3)</num><heading class="bold"> Application; matching funds</heading><content><p style="-uslm-lc:I12" class="indent1">Paragraphs (2) and (3) of subsection (j) and subsection (k) shall apply to a community organization receiving or applying for a grant under this subsection in the same manner as such subsections apply to a community organization receiving or applying for a subgrant under subsection (j), except that references to a subgrant shall mean a grant and references to an eligible entity shall mean the Corporation.</p>
</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad387ea7-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/m"><num value="m" class="bold">(m)</num><heading class="bold"> Research and evaluation</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad387ea8-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/m/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">The Corporation may reserve not more than 5 percent of the funds appropriated for this section for a fiscal year to support, directly or through contract with an independent entity, research and evaluation activities to evaluate the eligible entities and community organizations receiving grants under subsections (d) and (<i>l</i>) and the initiatives supported by the grants.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad387ea9-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/m/2"><num value="2" class="bold">(2)</num><heading class="bold"> Research and evaluation activities</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="idad387eaa-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/m/2/A"><num value="A" class="bold">(A)</num><heading class="bold"> Research and reports</heading><clause style="-uslm-lc:I77" class="indent5 firstIndent-2" id="idad387eab-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/m/2/A/i"><num value="i" class="bold">(i)</num><heading class="bold"> In general</heading><chapeau style="-uslm-lc:I14" class="indent3">The entity carrying out this subsection shall collect data and conduct or support research with respect to the eligible entities and community organizations receiving grants under subsections (d) and (<i>l</i>), and the initiatives supported by such eligible entities and community organizations, to determine the success of the program carried out under this section in replicating, expanding, and supporting initiatives, including—</chapeau><subclause style="-uslm-lc:I16" class="indent4" id="idad387eac-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/m/2/A/i/I"><num value="I">(I)</num><content> the success of the initiatives in improving measurable outcomes; and</content>
</subclause>
<subclause style="-uslm-lc:I16" class="indent4" id="idad387ead-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/m/2/A/i/II"><num value="II">(II)</num><content> the success of the program in increasing philanthropic investments in philanthropically underserved communities.</content>
</subclause>
</clause>
<clause style="-uslm-lc:I77" class="indent5 firstIndent-2" id="idad387eae-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/m/2/A/ii"><num value="ii" class="bold">(ii)</num><heading class="bold"> Reports</heading><chapeau style="-uslm-lc:I14" class="indent3">The Corporation shall submit periodic reports to the authorizing committees including—</chapeau><subclause style="-uslm-lc:I16" class="indent4" id="idad387eaf-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/m/2/A/ii/I"><num value="I">(I)</num><content> the data collected and the results of the research under this subsection;</content>
</subclause>
<subclause style="-uslm-lc:I16" class="indent4" id="idad387eb0-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/m/2/A/ii/II"><num value="II">(II)</num><content> information on lessons learned about best practices from the activities carried out under this section, to improve those activities; and</content>
</subclause>
<subclause style="-uslm-lc:I16" class="indent4" id="idad387eb1-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/m/2/A/ii/III"><num value="III">(III)</num><content> a list of all eligible entities and community organizations receiving funds under this section.</content>
</subclause>

<clause style="-uslm-lc:I77" class="indent5 firstIndent-2" id="idad387eb2-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/m/2/A/iii"><num value="iii" class="bold">(iii)</num><heading class="bold"> Public information</heading><content><p style="-uslm-lc:I14" class="indent3">The Corporation shall annually post the list described in clause (ii)(III) on the Corporation’s website.</p>

<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="idad38a4c5-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12653k/m/2/D"><num value="D" class="bold">(D)</num><heading class="bold"> Reservation</heading><content><p style="-uslm-lc:I13" class="indent2">Of the funds appropriated under <ref href="/us/usc/t42/s12681/a/4/E">section 12681(a)(4)(E) of this title</ref> for a fiscal year, not more than 5 percent may be used to carry out this subsection.</p>
