<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idad39ddf2-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12655f"><num value="12655f">§ 12655f.</num><heading> Training and education services</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad39ddf3-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12655f/a"><num value="a" class="bold">(a)</num><heading class="bold"> Assessment of skills</heading><content><p style="-uslm-lc:I11" class="indent0">Each program agency shall assess the educational level of participants at the time of their entrance into the program, using any available records or simplified assessment means or methodology and shall, where appropriate, refer such participants for testing for specific learning disabilities.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad39ddf4-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12655f/b"><num value="b" class="bold">(b)</num><heading class="bold"> Enhancement of skills</heading><content><p style="-uslm-lc:I11" class="indent0">Each program agency shall, through the programs and activities administered under this division, enhance the educational skills of participants.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad39ddf5-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12655f/c"><num value="c" class="bold">(c)</num><heading class="bold"> Provision of pre-service and in-service training and education</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad39ddf6-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12655f/c/1"><num value="1" class="bold">(1)</num><heading class="bold"> Requirement</heading><content><p style="-uslm-lc:I12" class="indent1">Each program agency shall use not less than 10 percent of the assistance made available to such agency under this division in each fiscal year to provide pre-service and in-service training and educational materials and services for participants in such a program. Program participants shall be provided with information concerning the benefits to the community that result from the activities undertaken by such participants.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad39ddf7-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12655f/c/2"><num value="2" class="bold">(2)</num><heading class="bold"> Agreements for academic study</heading><chapeau style="-uslm-lc:I12" class="indent1">A program agency may enter into arrangements with academic institutions or education providers, including—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad39ddf8-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12655f/c/2/A"><num value="A">(A)</num><content> local education agencies;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad39ddf9-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12655f/c/2/B"><num value="B">(B)</num><content> community colleges;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad39ddfa-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12655f/c/2/C"><num value="C">(C)</num><content> 4-year colleges;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad39ddfb-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12655f/c/2/D"><num value="D">(D)</num><content> area vocational-technical schools; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad39ddfc-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12655f/c/2/E"><num value="E">(E)</num><content> community based organizations;</content>
</subparagraph>

<continuation style="-uslm-lc:I17" class="indent1 firstIndent0">to evaluate the basic skills of participants and to make academic study available to participants to enable such participants to upgrade literacy skills, to obtain high school diplomas or the equivalent of such diplomas, to obtain college degrees, or to enhance employable skills.</continuation>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad39ddfd-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12655f/c/3"><num value="3" class="bold">(3)</num><heading class="bold"> Counseling</heading><content><p style="-uslm-lc:I12" class="indent1">Career and educational guidance and counseling shall be provided to a participant during a period of in-service training as described in this subsection. Each graduating participant shall be provided with counseling with respect to additional study, job skills training or employment and shall be provided job placement assistance where appropriate.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad39ddfe-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12655f/c/4"><num value="4" class="bold">(4)</num><heading class="bold"> Priority for participants without high school diplomas</heading><content><p style="-uslm-lc:I12" class="indent1">A program agency shall give priority to participants who have not obtained a high school diploma or the equivalent of such diploma, in providing services under this subsection.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad39ddff-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12655f/d"><num value="d" class="bold">(d)</num><heading class="bold"> Standards and procedures</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad39de00-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12655f/d/1"><num value="1" class="bold">(1)</num><heading class="bold"> Consistency with State and local requirements</heading><content><p style="-uslm-lc:I12" class="indent1">Appropriate State and local officials shall certify that standards and procedures with respect to the awarding of academic credit and the certification of educational attainment in programs conducted under subsection (c) are consistent with the requirements of applicable State and local law and regulations.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad39de01-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12655f/d/2"><num value="2" class="bold">(2)</num><heading class="bold"> Academic standards</heading><chapeau style="-uslm-lc:I12" class="indent1">The standards and procedures described in paragraph (1) shall provide that an individual serving in a program that receives assistance under this division—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad39de02-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12655f/d/2/A"><num value="A">(A)</num><content> who is not a high school graduate, participate in an educational curriculum so that such individual can earn a high school diploma or the equivalent of such diploma; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad39de03-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s12655f/d/2/B"><num value="B">(B)</num><content> may arrange to receive academic credit in recognition of the education and skills obtained from service satisfactorily completed.</content>
</subparagraph>
