L. 101–625, title I, § 102, Nov. 28, 1990, 104 Stat. 4085.)","seq_in_title":6632,"parent_identifier":"/us/usc/t42/ch130/schI","ancestors":[{"identifier":"/us/usc/t42","level":"title","num":"Title 42—","heading":"THE PUBLIC HEALTH AND WELFARE","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch130","level":"chapter","num":"CHAPTER 130—","heading":"NATIONAL AFFORDABLE HOUSING","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch130/schI","level":"subchapter","num":"SUBCHAPTER I—","heading":"GENERAL PROVISIONS AND POLICIES","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"id8f843474-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s12702\"><num value=\"12702\">§ 12702.</num><heading> Objective of national housing policy</heading>\n<chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The objective of national housing policy shall be to reaffirm the long-established national commitment to decent, safe, and sanitary housing for every American by strengthening a nationwide partnership of public and private institutions able—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8f843475-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s12702/1\"><num value=\"1\">(1)</num><content> to ensure that every resident of the United States has access to decent shelter or assistance in avoiding homelessness;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8f843476-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s12702/2\"><num value=\"2\">(2)</num><content> to increase the Nation’s supply of decent housing that is affordable to low-income and moderate-income families and accessible to job opportunities;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8f843477-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s12702/3\"><num value=\"3\">(3)</num><content> to improve housing opportunities for all residents of the United States, particularly members of disadvantaged minorities, on a nondiscriminatory basis;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8f843478-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s12702/4\"><num value=\"4\">(4)</num><content> to help make neighborhoods safe and livable;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8f843479-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s12702/5\"><num value=\"5\">(5)</num><content> to expand opportunities for homeownership;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8f845b8a-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s12702/6\"><num value=\"6\">(6)</num><content> to provide every American community with a reliable, readily available supply of mortgage finance at the lowest possible interest rates; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8f845b8b-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s12702/7\"><num value=\"7\">(7)</num><content> to encourage tenant empowerment and reduce generational poverty in federally assisted and public housing by improving the means by which self-sufficiency may be achieved.</content>\n</paragraph>\n<sourceCredit id=\"id8f845b8c-86fb-11e9-b915-8b3e54686b9f\">(<ref href=\"/us/pl/101/625/tI/s102\">Pub.
