<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idd8e310c8-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s12705c/b"><num value="b" class="bold">(b)</num><heading class="bold"> Grant authority</heading><chapeau style="-uslm-lc:I11" class="indent0">The Secretary may make grants to States and units of general local government (including consortia of such governments) for the costs of developing and implementing strategies to remove regulatory barriers to affordable housing, including the costs of—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idd8e310c9-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s12705c/b/1"><num value="1">(1)</num><content> identifying, assessing, and monitoring State and local regulatory barriers;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd8e310ca-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s12705c/b/2"><num value="2">(2)</num><content> identifying State and local policies (including laws and regulations) that permit or encourage regulatory barriers;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd8e310cb-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s12705c/b/3"><num value="3">(3)</num><content> developing legislation to provide State, local, or regional programs to reduce regulatory barriers and developing a strategy for adoption of such legislation;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd8e310cc-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s12705c/b/4"><num value="4">(4)</num><content> developing model State or local standards and ordinances to reduce regulatory barriers and assisting in the adoption and use of the standards and ordinances;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd8e310cd-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s12705c/b/5"><num value="5">(5)</num><content> carrying out the simplification and consolidation of administrative procedures and processes constituting regulatory barriers to affordable housing, including the issuance of permits; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd8e310ce-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s12705c/b/6"><num value="6">(6)</num><content> providing technical assistance and information to units of general local government for implementation of legislative and administrative reform programs to remove regulatory barriers to affordable housing.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idd8e310d1-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s12705c/e"><num value="e" class="bold">(e)</num><heading class="bold"> Application and selection</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary shall provide for the form and manner of applications for grants under this section, which shall describe how grant amounts will assist the State or unit of general local government in developing and implementing strategies to remove regulatory barriers to affordable housing. The Secretary shall establish criteria for approval of applications under this subsection and such criteria shall require that grant amounts be used in a manner consistent with the strategy contained in the comprehensive housing affordability strategy for the jurisdiction pursuant to <ref href="/us/usc/t42/s12705/b/4">section 12705(b)(4) of this title</ref>.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idd8e310d2-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s12705c/f"><num value="f" class="bold">(f)</num><heading class="bold"> Selection of grantees</heading><content><p style="-uslm-lc:I11" class="indent0">To the extent amounts are made available to carry out this section, the Secretary shall provide grants on a competitive basis to eligible grantees based on the proposed uses of such amounts, as provided in applications under subsection (e).</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idd8e310d3-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s12705c/g"><num value="g" class="bold">(g)</num><heading class="bold"> Coordination with clearinghouse</heading><content><p style="-uslm-lc:I11" class="indent0">Each State and unit of general local government receiving a grant under this section, shall consult, coordinate, and exchange information with the clearinghouse established under <ref href="/us/usc/t42/s12705d">section 12705d of this title</ref>.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idd8e310d4-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s12705c/h"><num value="h" class="bold">(h)</num><heading class="bold"> Reports to Secretary</heading><content><p style="-uslm-lc:I11" class="indent0">Each State and unit of general local government receiving a grant under this section shall submit a report to the Secretary, not less than 12 months after receiving the grant, describing any activities carried out with the grant amounts. The report shall contain an assessment of the impact of any regulatory barriers identified by the grantee on the housing patterns of minorities.</p>
