The office shall be independent of the Agency’s single-medium program offices but shall have the authority to review and advise such offices on their activities to promote a multi-media approach to source reduction. The office shall be under the direction of such officer of the Agency as the Administrator shall designate.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idd8f16a00-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s13103/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Functions</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The Administrator shall develop and implement a strategy to promote source reduction. As part of the strategy, the Administrator shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd8f16a01-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s13103/b/1\"><num value=\"1\">(1)</num><content> establish standard methods of measurement of source reduction;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd8f16a02-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s13103/b/2\"><num value=\"2\">(2)</num><content> ensure that the Agency considers the effect of its existing and proposed programs on source reduction efforts and shall review regulations of the Agency prior and subsequent to their proposal to determine their effect on source reduction;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd8f16a03-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s13103/b/3\"><num value=\"3\">(3)</num><content> coordinate source reduction activities in each Agency Office <ref class=\"footnoteRef\" idref=\"fn004065\">1</ref><note type=\"footnote\" id=\"fn004065\"><num>1</num> So in original. Probably should not be capitalized.</note> and coordinate with appropriate offices to promote source reduction practices in other Federal agencies, and generic research and development on techniques and processes which have broad applicability;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd8f16a04-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s13103/b/4\"><num value=\"4\">(4)</num><content> develop improved methods of coordinating, streamlining and assuring public access to data collected under Federal environmental statutes;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd8f16a05-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s13103/b/5\"><num value=\"5\">(5)</num><content> facilitate the adoption of source reduction techniques by businesses. This strategy shall include the use of the Source Reduction Clearinghouse and State matching grants provided in this chapter to foster the exchange of information regarding source reduction techniques, the dissemination of such information to businesses, and the provision of technical assistance to businesses. The strategy shall also consider the capabilities of various businesses to make use of source reduction techniques;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd8f16a06-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s13103/b/6\"><num value=\"6\">(6)</num><content> identify, where appropriate, measurable goals which reflect the policy of this chapter, the tasks necessary to achieve the goals, dates at which the principal tasks are to be accomplished, required resources, organizational responsibilities, and the means by which progress in meeting the goals will be measured;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd8f16a07-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s13103/b/8\"><num value=\"8\">(8)</num><content> <ref class=\"footnoteRef\" idref=\"fn004066\">2</ref><note type=\"footnote\" id=\"fn004066\"><num>2</num> So in original. (7).</note> establish an advisory panel of technical experts comprised of representatives from industry, the States, and public interest groups, to advise the Administrator on ways to improve collection and dissemination of data;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd8f16a08-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s13103/b/9\"><num value=\"9\">(9)</num><content> establish a training program on source reduction opportunities, including workshops and guidance documents, for State and Federal permit issuance, enforcement, and inspection officials working within all agency program offices.<ref class=\"footnoteRef\" idref=\"fn004067\">3</ref><note type=\"footnote\" id=\"fn004067\"><num>3</num> So in original.
