<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idd8f16a0e-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s13104"><num value="13104">§ 13104.</num><heading> Grants to States for State technical assistance programs</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idd8f16a0f-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s13104/a"><num value="a" class="bold">(a)</num><heading class="bold"> General authority</heading><content><p style="-uslm-lc:I11" class="indent0">The Administrator shall make matching grants to States for programs to promote the use of source reduction techniques by businesses.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idd8f16a10-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s13104/b"><num value="b" class="bold">(b)</num><heading class="bold"> Criteria</heading><chapeau style="-uslm-lc:I11" class="indent0">When evaluating the requests for grants under this section, the Administrator shall consider, among other things, whether the proposed State program would accomplish the following:</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idd8f16a11-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s13104/b/1"><num value="1">(1)</num><content> Make specific technical assistance available to businesses seeking information about source reduction opportunities, including funding for experts to provide onsite technical advice to business <ref class="footnoteRef" idref="fn004068">1</ref><note type="footnote" id="fn004068"><num>1</num> So in original. Probably should be “businesses”.</note> seeking assistance and to assist in the development of source reduction plans.</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd8f16a12-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s13104/b/2"><num value="2">(2)</num><content> Target assistance to businesses for whom lack of information is an impediment to source reduction.</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd8f16a13-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s13104/b/3"><num value="3">(3)</num><content> Provide training in source reduction techniques. Such training may be provided through local engineering schools or any other appropriate means.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idd8f16a14-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s13104/c"><num value="c" class="bold">(c)</num><heading class="bold"> Matching funds</heading><content><p style="-uslm-lc:I11" class="indent0">Federal funds used in any State program under this section shall provide no more than 50 per centum of the funds made available to a State in each year of that State’s participation in the program.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idd8f16a15-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s13104/d"><num value="d" class="bold">(d)</num><heading class="bold"> Effectiveness</heading><content><p style="-uslm-lc:I11" class="indent0">The Administrator shall establish appropriate means for measuring the effectiveness of the State grants made under this section in promoting the use of source reduction techniques by businesses.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idd8f16a16-406b-11eb-bd25-fd7436c081d8" identifier="/us/usc/t42/s13104/e"><num value="e" class="bold">(e)</num><heading class="bold"> Information</heading><content><p style="-uslm-lc:I11" class="indent0">States receiving grants under this section shall make information generated under the grants available to the Administrator.</p>
