L. 98–369</ref> substituted “Health and Human Services” for “Health, Education, and Welfare”.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">1982—<ref href=\"/us/pl/97/375\">Pub. L. 97–375</ref> struck out subsec. (b) which directed the Secretary to submit an annual report to Congress describing each project approved under former subsec. (a) of this section during the preceding year, including the purpose, probable cost, and expected duration of each project, and struck out “(a)” before “No payment”.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">1975—Subsec. (b). <ref href=\"/us/pl/93/608\">Pub.
