L. 97–35</ref> struck out “and of encouraging each State, as far as practicable under such conditions, to furnish rehabilitation and other services to help such individuals attain and retain capability for self-support or self-care” after “and totally disabled”.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">1962—<ref href=\"/us/pl/87/543\">Pub. L. 87–543</ref> inserted “to furnish rehabilitation and other services” before “to help such individuals” and “or retain capability for” after “attain”.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">1956—Act <date date=\"1956-08-01\">Aug. 1, 1956</date>, restated purpose to include assistance to individuals to attain self-support of self-care.</p>\n</note>\n<note style=\"-uslm-lc:I85\" topic=\"transferOfFunctions\" id=\"id8a214509-86fb-11e9-b915-8b3e54686b9f\">\n<heading class=\"centered smallCaps\">Transfer of Functions</heading>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">Functions of Federal Security Administrator transferred to Secretary of Health, Education, and Welfare and all agencies of Federal Security Agency transferred to Department of Health, Education, and Welfare by section 5 of Reorg. Plan No. 1 of 1953, set out as a note under <ref href=\"/us/usc/t42/s3501\">section 3501 of this title</ref>. Federal Security Agency and office of Administrator abolished by section 8 of Reorg. Plan No. 1 of 1953. Secretary and Department of Health, Education, and Welfare redesignated Secretary and Department of Health and Human Services by <ref href=\"/us/pl/96/88/s509/b\">section 509(b) of Pub.
