L. 92–603</ref>, eff. <date date=\"1974-01-01\">Jan. 1, 1974</date>, was not applicable to Puerto Rico, Guam, and the Virgin Islands. See <ref href=\"/us/pl/92/603/s303/b\">section 303(b) of Pub. L. 92–603</ref>, set out as a note under <ref href=\"/us/usc/t42/s301\">section 301 of this title</ref>. Therefore, as to Puerto Rico, Guam, and the Virgin Islands, section 1604 of the Social Security Act [this section] as it existed prior to reenactment of this subchapter by <ref href=\"/us/pl/92/603\">Pub. L. 92–603</ref> continues to apply and reads as follows:</p>\n<p style=\"-uslm-lc:I580467\" class=\"indent2 firstIndent-2 bold\">§ 1384. Operation of State plans</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">If the Commissioner of Social Security, after reasonable notice and opportunity for hearing to the State agency administering or supervising the administration of the State plan approved under this subchapter, finds—</p>\n<p style=\"-uslm-lc:I22\" class=\"indent1\">(1) that the plan has been so changed that it no longer complies with the provisions of <ref href=\"/us/usc/t42/s1332\">section 1332 of this title</ref>; or</p>\n<p style=\"-uslm-lc:I22\" class=\"indent1\">(2) that in the administration of the plan there is a failure to comply substantially with any such provision;</p>\n<p style=\"-uslm-lc:I33\" class=\"indent0 firstIndent0\">the Commissioner of Social Security shall notify such State agency that further payments will not be made to the State (or, in the Commissioner’s discretion, that payments will be limited to categories under or parts of the State plan not affected by such failure), until the Commissioner of Social Security is satisfied that there will no longer be any such failure to comply. Until the Commissioner is so satisfied the Commissioner shall make no further payments to such State (or shall limit payments to categories under or parts of the State plan not affected by such failure).</p>\n<p style=\"-uslm-lc:I33\" class=\"indent0 firstIndent0\">(<ref href=\"/us/act/1935-08-14/ch531\">Aug. 14, 1935, ch. 531</ref>, title XVI, § 1604, as added <date date=\"1962-07-25\">July 25, 1962</date>, <ref href=\"/us/pl/87/543/tI/s141/a\">Pub.
