<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id8fac07d6-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s14301"><num value="14301">§ 14301.</num><heading> Findings</heading>
<chapeau style="-uslm-lc:I11" class="indent0">The Congress finds that—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id8fac07d7-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s14301/1"><num value="1">(1)</num><chapeau> it is in the public interest to—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id8fac07d8-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s14301/1/A"><num value="A">(A)</num><content> phase out the use of mercury in batteries and provide for the efficient and cost-effective collection and recycling or proper disposal of used nickel cadmium batteries, small sealed lead-acid batteries, and other regulated batteries; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8fac07d9-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s14301/1/B"><num value="B">(B)</num><content> educate the public concerning the collection, recycling, and proper disposal of such batteries;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8fac07da-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s14301/2"><num value="2">(2)</num><content> uniform national labeling requirements for regulated batteries, rechargeable consumer products, and product packaging will significantly benefit programs for regulated battery collection and recycling or proper disposal; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8fac07db-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s14301/3"><num value="3">(3)</num><content> it is in the public interest to encourage persons who use rechargeable batteries to participate in collection for recycling of used nickel-cadmium, small sealed lead-acid, and other regulated batteries.</content>
