<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="ide442c4f7-2357-11eb-b315-8d9d3537db2b" identifier="/us/usc/t42/s14901"><num value="14901">§ 14901.</num><heading> Findings and purposes</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="ide442c4f8-2357-11eb-b315-8d9d3537db2b" identifier="/us/usc/t42/s14901/a"><num value="a" class="bold">(a)</num><heading class="bold"> Findings</heading><chapeau style="-uslm-lc:I11" class="indent0">Congress recognizes—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="ide442c4f9-2357-11eb-b315-8d9d3537db2b" identifier="/us/usc/t42/s14901/a/1"><num value="1">(1)</num><content> the international character of the Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption (done at The Hague on <date date="1993-05-29">May 29, 1993</date>); and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="ide442c4fa-2357-11eb-b315-8d9d3537db2b" identifier="/us/usc/t42/s14901/a/2"><num value="2">(2)</num><content> the need for uniform interpretation and implementation of the Convention in the United States and abroad,</content>

<continuation style="-uslm-lc:I10" class="indent0 firstIndent0">and therefore finds that enactment of a Federal law governing adoptions and prospective adoptions subject to the Convention involving United States residents is essential.</continuation>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="ide442c4fb-2357-11eb-b315-8d9d3537db2b" identifier="/us/usc/t42/s14901/b"><num value="b" class="bold">(b)</num><heading class="bold"> Purposes</heading><chapeau style="-uslm-lc:I11" class="indent0">The purposes of this chapter are—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="ide442c4fc-2357-11eb-b315-8d9d3537db2b" identifier="/us/usc/t42/s14901/b/1"><num value="1">(1)</num><content> to provide for implementation by the United States of the Convention;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="ide442c4fd-2357-11eb-b315-8d9d3537db2b" identifier="/us/usc/t42/s14901/b/2"><num value="2">(2)</num><content> to protect the rights of, and prevent abuses against, children, birth families, and adoptive parents involved in adoptions (or prospective adoptions) subject to the Convention, and to ensure that such adoptions are in the children’s best interests; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="ide442ec0e-2357-11eb-b315-8d9d3537db2b" identifier="/us/usc/t42/s14901/b/3"><num value="3">(3)</num><content> to improve the ability of the Federal Government to assist United States citizens seeking to adopt children from abroad and residents of other countries party to the Convention seeking to adopt children from the United States.</content>

<subsection style="-uslm-lc:I21" class="indent0"><num value="b">“(b)</num><heading> <inline class="small-caps">Transition Rule</inline>.—</heading><chapeau>The Convention and this Act [see Short Title note below] shall not apply—</chapeau><paragraph style="-uslm-lc:I22" class="indent1"><num value="1">“(1)</num><content> in the case of a child immigrating to the United States, if the application for advance processing of an orphan petition or petition to classify an orphan as an immediate relative for the child is filed before the effective date described in subsection (a)(2); or</content>
