and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad666c2a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/a/2\"><num value=\"2\">(2)</num><content> the coordination of activities under the Convention by persons subject to the jurisdiction of the United States.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idad666c2b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Information exchange</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary shall be responsible for—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad666c2c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/b/1\"><num value=\"1\">(1)</num><chapeau> providing the central authorities of other Convention countries with information concerning—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad666c2d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/b/1/A\"><num value=\"A\">(A)</num><content> accredited agencies and approved persons, agencies and persons whose accreditation or approval has been suspended or canceled, and agencies and persons who have been temporarily or permanently debarred from accreditation or approval;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad666c2e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/b/1/B\"><num value=\"B\">(B)</num><content> Federal and State laws relevant to implementing the Convention; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad666c2f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/b/1/C\"><num value=\"C\">(C)</num><content> any other matters necessary and appropriate for implementation of the Convention;</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad666c30-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/b/2\"><num value=\"2\">(2)</num><content> not later than the date of the entry into force of the Convention for the United States (pursuant to Article 46(2)(a) of the Convention) and at least once during each subsequent calendar year, providing to the central authority of all other Convention countries a notice requesting the central authority of each such country to specify any requirements of such country regarding adoption, including restrictions on the eligibility of persons to adopt, with respect to which information on the prospective adoptive parent or parents in the United States would be relevant;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad666c31-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/b/3\"><num value=\"3\">(3)</num><chapeau> making responses to notices under paragraph (2) available to—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad666c32-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/b/3/A\"><num value=\"A\">(A)</num><content> accredited agencies and approved persons; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad666c33-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/b/3/B\"><num value=\"B\">(B)</num><content> other persons or entities performing home studies under <ref href=\"/us/usc/t42/s14921/b/1\">section 14921(b)(1) of this title</ref>;</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad666c34-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/b/4\"><num value=\"4\">(4)</num><content> ensuring the provision of a background report (home study) on prospective adoptive parent or parents (pursuant to the requirements of <ref href=\"/us/usc/t42/s14923/b/1/A/ii\">section 14923(b)(1)(A)(ii) of this title</ref>), through the central authority of each child’s country of origin, to the court having jurisdiction over the adoption (or, in the case of a child emigrating to the United States for the purpose of adoption, to the competent authority in the child’s country of origin with responsibility for approving the child’s emigration) in adequate time to be considered prior to the granting of such adoption or approval;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad666c35-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/b/5\"><num value=\"5\">(5)</num><content> providing Federal agencies, State courts, and accredited agencies and approved persons with an identification of Convention countries and persons authorized to perform functions under the Convention in each such country; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad666c36-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/b/6\"><num value=\"6\">(6)</num><content> facilitating the transmittal of other appropriate information to, and among, central authorities, Federal and State agencies (including State courts), and accredited agencies and approved persons.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idad666c37-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Accreditation and approval responsibilities</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary shall carry out the functions prescribed by the Convention with respect to the accreditation of agencies and the approval of persons to provide adoption services in the United States in cases subject to the Convention as provided in subchapter II. Such functions may not be delegated to any other Federal agency.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idad666c38-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Additional responsibilities</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad666c39-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/d/1\"><num value=\"1\">(1)</num><content> shall monitor individual Convention adoption cases involving United States citizens; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad66934a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/d/2\"><num value=\"2\">(2)</num><content> may facilitate interactions between such citizens and officials of other Convention countries on matters relating to the Convention in any case in which an accredited agency or approved person is unwilling or unable to provide such facilitation.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idad66934b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/e\"><num value=\"e\" class=\"bold\">(e)</num><heading class=\"bold\"> Establishment of registry</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary and the Attorney General shall jointly establish a case registry of all adoptions involving immigration of children into the United States and emigration of children from the United States, regardless of whether the adoption occurs under the Convention. Such registry shall permit tracking of pending cases and retrieval of information on both pending and closed cases.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idad66934c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/f\"><num value=\"f\" class=\"bold\">(f)</num><heading class=\"bold\"> Methods of performing responsibilities</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary may—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad66934d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/f/1\"><num value=\"1\">(1)</num><content> authorize public or private entities to perform appropriate central authority functions for which the Secretary is responsible, pursuant to regulations or under agreements published in the Federal Register; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad66934e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s14912/f/2\"><num value=\"2\">(2)</num><content> carry out central authority functions through grants to, or contracts with, any individual or public or private entity, except as may be otherwise specifically provided in this chapter.</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"idad66934f-09a0-11eb-a85b-f5cef3d06f4d\">(<ref href=\"/us/pl/106/279/tI/s102\">Pub.
