The Secretary shall make such payments from time to time in advance on the basis of estimates by the Secretary of the sums the State will expend for the cost under the State plan. The Secretary shall make such adjustments as may be necessary to the payments on account of previously made underpayments or overpayments under this section.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id8fb41e25-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s15023/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Designated State agency expenditures</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary may make payments to a State for the portion described in <ref href=\"/us/usc/t42/s15024/c/5/B/vi\">section 15024(c)(5)(B)(vi) of this title</ref> in advance or by way of reimbursement, and in such installments as the Secretary may determine.</p>\n</content>\n</subsection>\n<sourceCredit id=\"id8fb41e26-86fb-11e9-b915-8b3e54686b9f\">(<ref href=\"/us/pl/106/402/tI/s123\">Pub.
