All States and regions are vulnerable to these hazards.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8fba38d5-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s15701/2\"><num value=\"2\">(2)</num><content> The United States currently sustains several billion dollars in economic damages each year due to these windstorms. In recent decades, rapid development and population growth in high-risk areas has greatly increased overall vulnerability to windstorms.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8fba38d6-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s15701/3\"><num value=\"3\">(3)</num><chapeau> Improved windstorm impact reduction measures have the potential to reduce these losses through—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8fba38d7-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s15701/3/A\"><num value=\"A\">(A)</num><content> cost-effective and affordable design and construction methods and practices;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8fba5fe8-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s15701/3/B\"><num value=\"B\">(B)</num><content> effective mitigation programs at the local, State, and national level;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8fba5fe9-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s15701/3/C\"><num value=\"C\">(C)</num><content> improved data collection and analysis and impact prediction methodologies;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8fba5fea-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s15701/3/D\"><num value=\"D\">(D)</num><content> engineering research on improving new structures and retrofitting existing ones to better withstand windstorms, atmospheric-related research to better understand the behavior and impact of windstorms on the built environment, and subsequent application of those research results; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8fba5feb-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s15701/3/E\"><num value=\"E\">(E)</num><content> public education and outreach.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8fba5fec-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s15701/4\"><num value=\"4\">(4)</num><content> There is an appropriate role for the Federal Government in supporting windstorm impact reduction.
