L. 114–52, § 3, Sept. 30, 2015, 129 Stat. 496.)","seq_in_title":7401,"parent_identifier":"/us/usc/t42/ch148","ancestors":[{"identifier":"/us/usc/t42","level":"title","num":"Title 42—","heading":"THE PUBLIC HEALTH AND WELFARE","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch148","level":"chapter","num":"CHAPTER 148—","heading":"WINDSTORM IMPACT REDUCTION","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"idad714119-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703\"><num value=\"15703\">§ 15703.</num><heading> National Windstorm Impact Reduction Program</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idad71411a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Establishment</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">There is established the National Windstorm Impact Reduction Program, the purpose of which is to achieve major measurable reductions in the losses of life and property from windstorms through a coordinated Federal effort, in cooperation with other levels of government, academia, and the private sector, aimed at improving the understanding of windstorms and their impacts and developing and encouraging the implementation of cost-effective mitigation measures to reduce those impacts.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idad71411b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Responsibilities of Program agencies</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idad71411c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/b/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> Lead agency</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The National Institute of Standards and Technology shall have the primary responsibility for planning and coordinating the Program. In carrying out this paragraph, the Director shall—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad71411d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/b/1/A\"><num value=\"A\">(A)</num><content> ensure that the Program includes the necessary components to promote the implementation of windstorm risk reduction measures by Federal, State, and local governments, national standards and model building code organizations, architects and engineers, and others with a role in planning and constructing buildings and lifelines;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad71411e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/b/1/B\"><num value=\"B\">(B)</num><content> support the development of performance-based engineering tools, and work with appropriate groups to promote the commercial application of such tools, including through wind-related model building codes, voluntary standards, and construction best practices;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad71411f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/b/1/C\"><num value=\"C\">(C)</num><content> request the assistance of Federal agencies other than the Program agencies, as necessary to assist in carrying out this chapter;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad714120-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/b/1/D\"><num value=\"D\">(D)</num><content> coordinate all Federal post-windstorm investigations to the extent practicable; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad716831-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/b/1/E\"><num value=\"E\">(E)</num><content> when warranted by research or investigative findings, issue recommendations to assist in informing the development of model codes, and provide information to Congress on the use of such recommendations.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idad716832-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/b/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> National Institute of Standards and Technology</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">In addition to the lead agency responsibilities described under paragraph (1), the National Institute of Standards and Technology shall be responsible for carrying out research and development to improve model building codes, voluntary standards, and best practices for the design, construction, and retrofit of buildings, structures, and lifelines.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idad716833-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/b/3\"><num value=\"3\" class=\"bold\">(3)</num><heading class=\"bold\"> National Science Foundation</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The National Science Foundation shall support research in—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad716834-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/b/3/A\"><num value=\"A\">(A)</num><content> engineering and the atmospheric sciences to improve the understanding of the behavior of windstorms and their impact on buildings, structures, and lifelines; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad716835-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/b/3/B\"><num value=\"B\">(B)</num><content> economic and social factors influencing windstorm risk reduction measures.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idad716836-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/b/4\"><num value=\"4\" class=\"bold\">(4)</num><heading class=\"bold\"> National Oceanic and Atmospheric Administration</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The National Oceanic and Atmospheric Administration shall support atmospheric sciences research to improve the understanding of the behavior of windstorms and their impact on buildings, structures, and lifelines.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idad716837-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/b/5\"><num value=\"5\" class=\"bold\">(5)</num><heading class=\"bold\"> Federal Emergency Management Agency</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The Federal Emergency Management Agency shall—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad716838-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/b/5/A\"><num value=\"A\">(A)</num><chapeau> support—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idad716839-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/b/5/A/i\"><num value=\"i\">(i)</num><content> the development of risk assessment tools and effective mitigation techniques;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idad71683a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/b/5/A/ii\"><num value=\"ii\">(ii)</num><content> windstorm-related data collection and analysis;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idad71683b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/b/5/A/iii\"><num value=\"iii\">(iii)</num><content> public outreach and information dissemination; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idad71683c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/b/5/A/iv\"><num value=\"iv\">(iv)</num><content> promotion of the adoption of windstorm preparedness and mitigation measures, including for households, businesses, and communities, consistent with the Agency’s all-hazards approach; and</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad71683d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/b/5/B\"><num value=\"B\">(B)</num><content> work closely with national standards and model building code organizations, in conjunction with the National Institute of Standards and Technology, to promote the implementation of research results and promote better building practices within the building design and construction industry, including architects, engineers, contractors, builders, and inspectors.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idad71683e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Program components</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idad71683f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/c/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The Program shall consist of three primary mitigation components: improved understanding of windstorms, windstorm impact assessment, and windstorm impact reduction. The components shall be implemented through activities such as data collection and analysis, risk assessment, outreach, technology transfer, and research and development. To the extent practicable, research activities authorized under this chapter shall be peer-reviewed, and the components shall be designed to be complementary to, and avoid duplication of, other public and private hazard reduction efforts.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idad716840-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/c/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Understanding of windstorms</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">Activities to enhance the understanding of windstorms shall include research to improve knowledge of and data collection on the impact of severe wind on buildings, structures, and infrastructure.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idad716841-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/c/3\"><num value=\"3\" class=\"bold\">(3)</num><heading class=\"bold\"> Windstorm impact assessment</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">Activities to improve windstorm impact assessment shall include—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad716842-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/c/3/A\"><num value=\"A\">(A)</num><content> development of mechanisms for collecting and inventorying information on the performance of buildings, structures, and infrastructure in windstorms and improved collection of pertinent information from sources, including the design and construction industry, insurance companies, and building officials;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad716843-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/c/3/B\"><num value=\"B\">(B)</num><content> research, development, and technology transfer to improve loss estimation and risk assessment systems; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad716844-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/c/3/C\"><num value=\"C\">(C)</num><content> research, development, and technology transfer to improve simulation and computational modeling of windstorm impacts.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idad716845-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/c/4\"><num value=\"4\" class=\"bold\">(4)</num><heading class=\"bold\"> Windstorm impact reduction</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">Activities to reduce windstorm impacts shall include—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad716846-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/c/4/A\"><num value=\"A\">(A)</num><content> development of improved outreach and implementation mechanisms to translate existing information and research findings into cost-effective and affordable practices for design and construction professionals, and State and local officials;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad718f57-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/c/4/B\"><num value=\"B\">(B)</num><content> development of cost-effective and affordable windstorm-resistant systems, structures, and materials for use in new construction and retrofit of existing construction; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad718f58-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/c/4/C\"><num value=\"C\">(C)</num><content> outreach and information dissemination related to cost-effective and affordable construction techniques, loss estimation and risk assessment methodologies, and other pertinent information regarding windstorm phenomena to Federal, State, and local officials, the construction industry, and the general public.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idad718f59-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Budget activities</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Director of the National Institute of Standards and Technology, the Director of the National Science Foundation, the Director of the National Oceanic and Atmospheric Administration, and the Director of the Federal Emergency Management Agency shall each include in their agency’s annual budget request to Congress a description of their agency’s projected activities under the Program for the fiscal year covered by the budget request, along with an assessment of what they plan to spend on those activities for that fiscal year.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idad718f5a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e\"><num value=\"e\" class=\"bold\">(e)</num><heading class=\"bold\"> Interagency Coordinating Committee on Windstorm Impact Reduction</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idad718f5b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> Establishment</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">There is established an Interagency Coordinating Committee on Windstorm Impact Reduction, chaired by the Director or the Director’s designee.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idad718f5c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Membership</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">In addition to the chair, the Committee shall be composed of—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad718f5d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/2/A\"><num value=\"A\">(A)</num><chapeau> the heads or such designees of—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idad718f5e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/2/A/i\"><num value=\"i\">(i)</num><content> the Federal Emergency Management Agency;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idad718f5f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/2/A/ii\"><num value=\"ii\">(ii)</num><content> the National Oceanic and Atmospheric Administration;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idad718f60-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/2/A/iii\"><num value=\"iii\">(iii)</num><content> the National Science Foundation;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idad718f61-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/2/A/iv\"><num value=\"iv\">(iv)</num><content> the Office of Science and Technology Policy; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idad718f62-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/2/A/v\"><num value=\"v\">(v)</num><content> the Office of Management and Budget; and</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad718f63-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/2/B\"><num value=\"B\">(B)</num><content> the head of any other Federal agency, or such designee, the chair considers appropriate.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idad718f64-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/3\"><num value=\"3\" class=\"bold\">(3)</num><heading class=\"bold\"> Meetings</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The Committee shall meet not less than once a year at the call of the Director of the National Institute of Standards and Technology.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idad718f65-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/4\"><num value=\"4\" class=\"bold\">(4)</num><heading class=\"bold\"> General purpose and duties</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The Committee shall oversee the planning and coordination of the Program.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idad718f66-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/5\"><num value=\"5\" class=\"bold\">(5)</num><heading class=\"bold\"> Strategic plan</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The Committee shall develop and submit to Congress, not later than 1 year after <date date=\"2015-09-30\">September 30, 2015</date>, a Strategic Plan for the Program that includes—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad718f67-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/5/A\"><num value=\"A\">(A)</num><content> prioritized goals for the Program that will mitigate against the loss of life and property from future windstorms;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad718f68-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/5/B\"><num value=\"B\">(B)</num><content> short-term, mid-term, and long-term research objectives to achieve those goals;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad718f69-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/5/C\"><num value=\"C\">(C)</num><content> a description of the role of each Program agency in achieving the prioritized goals;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad718f6a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/5/D\"><num value=\"D\">(D)</num><content> the methods by which progress towards the goals will be assessed; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad718f6b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/5/E\"><num value=\"E\">(E)</num><content> an explanation of how the Program will foster the transfer of research results into outcomes, such as improved model building codes.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idad718f6c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/6\"><num value=\"6\" class=\"bold\">(6)</num><heading class=\"bold\"> Progress report</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">Not later than 18 months after <date date=\"2015-09-30\">September 30, 2015</date>, the Committee shall submit to the Congress a report on the progress of the Program that includes—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad718f6d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/6/A\"><num value=\"A\">(A)</num><content> a description of the activities funded under the Program, a description of how these activities align with the prioritized goals and research objectives established in the Strategic Plan, and the budgets, per agency, for these activities;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad718f6e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/6/B\"><num value=\"B\">(B)</num><content> the outcomes achieved by the Program for each of the goals identified in the Strategic Plan;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad718f6f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s15703/e/6/C\"><num value=\"C\">(C)</num><content> a description of any recommendations made to change existing building codes that were the result of Program activities;
