<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idad71b687-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s15704"><num value="15704">§ 15704.</num><heading> National Advisory Committee on Windstorm Impact Reduction</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad71b688-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s15704/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><chapeau style="-uslm-lc:I11" class="indent0">The Director of the National Institute of Standards and Technology shall establish an Advisory Committee on Windstorm Impact Reduction, which shall be composed of at least 7 and not more than 15 members who are qualified to provide advice on windstorm impact reduction and represent related scientific, architectural, and engineering disciplines, none of whom may be employees of the Federal Government, including—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idad71b689-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s15704/a/1"><num value="1">(1)</num><content> representatives of research and academic institutions;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad71b68a-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s15704/a/2"><num value="2">(2)</num><content> industry standards development organizations;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad71b68b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s15704/a/3"><num value="3">(3)</num><content> emergency management agencies;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad71b68c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s15704/a/4"><num value="4">(4)</num><content> State and local government; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad71b68d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s15704/a/5"><num value="5">(5)</num><content> business communities, including the insurance industry.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad71b68e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s15704/b"><num value="b" class="bold">(b)</num><heading class="bold"> Assessments</heading><chapeau style="-uslm-lc:I11" class="indent0">The Advisory Committee on Windstorm Impact Reduction shall offer assessments and recommendations on—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idad71b68f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s15704/b/1"><num value="1">(1)</num><content> trends and developments in the natural, engineering, and social sciences and practices of windstorm impact mitigation;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad71b690-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s15704/b/2"><num value="2">(2)</num><content> the priorities of the Program’s Strategic Plan;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad71b691-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s15704/b/3"><num value="3">(3)</num><content> the coordination of the Program;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad71b692-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s15704/b/4"><num value="4">(4)</num><content> the effectiveness of the Program in meeting its purposes; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad71b693-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s15704/b/5"><num value="5">(5)</num><content> any revisions to the Program which may be necessary.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad71b694-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s15704/c"><num value="c" class="bold">(c)</num><heading class="bold"> Compensation</heading><content><p style="-uslm-lc:I11" class="indent0">The members of the Advisory Committee established under this section shall serve without compensation.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad71b695-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s15704/d"><num value="d" class="bold">(d)</num><heading class="bold"> Reports</heading><content><p style="-uslm-lc:I11" class="indent0">At least every 2 years, the Advisory Committee shall report to the Director on the assessments carried out under subsection (b) and its recommendations for ways to improve the Program.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad71b696-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s15704/e"><num value="e" class="bold">(e)</num><heading class="bold"> Charter</heading><content><p style="-uslm-lc:I11" class="indent0">Notwithstanding section 14(b)(2) of the Federal Advisory Committee Act (5 U.S.C. App.), the Advisory Committee shall not be required to file a charter subsequent to its initial charter, filed under section 9(c) of such Act, before the termination date specified in subsection (f) of this section.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad71b697-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s15704/f"><num value="f" class="bold">(f)</num><heading class="bold"> Termination</heading><content><p style="-uslm-lc:I11" class="indent0">The Advisory Committee shall terminate on <date date="2017-09-30">September 30, 2017</date>.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad71b698-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s15704/g"><num value="g" class="bold">(g)</num><heading class="bold"> Conflict of interest</heading><content><p style="-uslm-lc:I11" class="indent0">An Advisory Committee member shall recuse himself from any Advisory Committee activity in which he has an actual pecuniary interest.</p>
