<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id8c5e1537-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s1591"><num value="1591">§ 1591.</num><heading> Determination of critical areas by President; requisite conditions</heading><subsection style="-uslm-lc:I11" class="indent0" id="id8c5e1538-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s1591/a"><num value="a">(a)</num><content> Notwithstanding any other provisions of this Act, the authority contained in titles II or III of this Act shall not be exercised in any area unless the President shall have determined that such area is a critical defense housing area.</content>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="id8c5e1539-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s1591/b"><num value="b">(b)</num><chapeau> No area shall be determined to be a critical defense housing area pursuant to this section unless the President finds that in such area all the following conditions exist:</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id8c5e153a-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s1591/b/1"><num value="1">(1)</num><content> a new defense plant or installation has been or is to be provided, or an existing defense plant or installation has been or is to be reactivated or its operation substantially expanded;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8c5e153b-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s1591/b/2"><num value="2">(2)</num><content> substantial in-migration of defense workers or military personnel is required to carry out activities at such plant or installation; and</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="id8c5e153c-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s1591/b/3"><num value="3">(3)</num><content> a substantial shortage of housing required for such defense workers or military personnel exists or impends which impedes or threatens to impede activities at such defense plant or installation, or that community facilities or services required for such defense workers or military personnel are not available or are insufficient, or both, as the case may be.</content>
