<chapeau style="-uslm-lc:I11" class="indent0">The purposes of this subchapter are—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id8fc86966-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s16151/1"><num value="1">(1)</num><content> to enable and promote comprehensive development, demonstration, and commercialization of hydrogen and fuel cell technology in partnership with industry;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8fc86967-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s16151/2"><num value="2">(2)</num><content> to make critical public investments in building strong links to private industry, institutions of higher education, National Laboratories, and research institutions to expand innovation and industrial growth;</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="id8fc86968-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s16151/3"><num value="3">(3)</num><content> to build a mature hydrogen economy that creates fuel diversity in the massive transportation sector of the United States;</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="id8fc86969-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s16151/4"><num value="4">(4)</num><content> to sharply decrease the dependency of the United States on imported oil, eliminate most emissions from the transportation sector, and greatly enhance our energy security; and</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="id8fc8696a-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s16151/5"><num value="5">(5)</num><content> to create, strengthen, and protect a sustainable national energy economy.</content>
