The plan shall describe, at a minimum—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8fc8908d-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s16153/1\"><num value=\"1\">(1)</num><content> the agenda for the next 5 years for the programs authorized under this subchapter, including the agenda for each activity enumerated in <ref href=\"/us/usc/t42/s16154/e\">section 16154(e) of this title</ref>;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8fc8908e-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s16153/2\"><num value=\"2\">(2)</num><content> the types of entities that will carry out the activities under this subchapter and what role each entity is expected to play;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8fc8908f-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s16153/3\"><num value=\"3\">(3)</num><content> the milestones that will be used to evaluate the programs for the next 5 years;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8fc89090-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s16153/4\"><num value=\"4\">(4)</num><content> the most significant technical and nontechnical hurdles that stand in the way of achieving the goals described in <ref href=\"/us/usc/t42/s16154\">section 16154 of this title</ref>, and how the programs will address those hurdles; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8fc89091-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s16153/5\"><num value=\"5\">(5)</num><content> the policy assumptions that are implicit in the plan, including any assumptions that would affect the sources of hydrogen or the marketability of hydrogen-related products.</content>\n</paragraph>\n<sourceCredit id=\"id8fc89092-86fb-11e9-b915-8b3e54686b9f\">(<ref href=\"/us/pl/109/58/tVIII/s804\">Pub.
