In selecting projects under this subsection, the Secretary shall, to the extent practicable and in the public interest, select projects that—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd9212d4b-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/a/1\"><num value=\"1\">(1)</num><content> involve using hydrogen and related products at existing facilities or installations, such as existing office buildings, military bases, vehicle fleet centers, transit bus authorities, or units of the National Park System;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd9212d4c-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/a/2\"><num value=\"2\">(2)</num><content> depend on reliable power from hydrogen to carry out essential activities;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd9212d4d-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/a/3\"><num value=\"3\">(3)</num><content> lead to the replication of hydrogen technologies and draw such technologies into the marketplace;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd9212d4e-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/a/4\"><num value=\"4\">(4)</num><content> include vehicle, portable, and stationary demonstrations of fuel cell and hydrogen-based energy technologies;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd9212d4f-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/a/5\"><num value=\"5\">(5)</num><content> address the interdependency of demand for hydrogen fuel cell applications and hydrogen fuel infrastructure;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd9212d50-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/a/6\"><num value=\"6\">(6)</num><content> raise awareness of hydrogen technology among the public;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd9212d51-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/a/7\"><num value=\"7\">(7)</num><content> facilitate identification of an optimum technology among competing alternatives;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd9212d52-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/a/8\"><num value=\"8\">(8)</num><content> address distributed generation using renewable sources;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd9212d53-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/a/9\"><num value=\"9\">(9)</num><content> carry out demonstrations of evolving hydrogen and fuel cell technologies in national parks, remote island areas, and on Indian tribal land, as selected by the Secretary;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd9212d54-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/a/10\"><num value=\"10\">(10)</num><chapeau> carry out a program to demonstrate developmental hydrogen and fuel cell systems for mobile, portable, and stationary uses, using improved versions of the learning demonstrations program concept of the Department including demonstrations involving—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd9212d55-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/a/10/A\"><num value=\"A\">(A)</num><content> light-duty vehicles;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd9212d56-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/a/10/B\"><num value=\"B\">(B)</num><content> heavy-duty vehicles;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd9212d57-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/a/10/C\"><num value=\"C\">(C)</num><content> fleet vehicles;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd9212d58-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/a/10/D\"><num value=\"D\">(D)</num><content> specialty industrial and farm vehicles; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd9212d59-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/a/10/E\"><num value=\"E\">(E)</num><content> commercial and residential portable, continuous, and backup electric power generation;</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd9212d5a-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/a/11\"><num value=\"11\">(11)</num><content> in accordance with any code or standards developed in a region, fund prototype, pilot fleet, and infrastructure regional hydrogen supply corridors along the interstate highway system in varied climates across the United States; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd9212d5b-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/a/12\"><num value=\"12\">(12)</num><content> fund demonstration programs that explore the use of hydrogen blends, hybrid hydrogen, and hydrogen reformed from renewable agricultural fuels, including the use of hydrogen in hybrid electric, heavier duty, and advanced internal combustion-powered vehicles.</content>\n</paragraph>\n\n<continuation style=\"-uslm-lc:I10\" class=\"indent0 firstIndent0\">The Secretary shall give preference to projects which address multiple elements contained in paragraphs (1) through (12).</continuation>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idd9212d5c-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> System demonstrations</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idd9212d5d-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/b/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> <ref class=\"footnoteRef\" idref=\"fn004132\">1</ref><note type=\"footnote\" id=\"fn004132\"><num>1</num> So in original. No par. (2) has been enacted.</note> In general</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">As a component of the demonstration program under this section, the Secretary shall provide grants, on a cost share basis as appropriate, to eligible entities (as determined by the Secretary) for use in—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd9212d5e-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/b/1/A\"><num value=\"A\">(A)</num><chapeau> devising system design concepts that provide for the use of advanced composite vehicles in programs under <ref href=\"/us/usc/t42/s16122\">section 16122 of this title</ref> that—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idd9212d5f-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/b/1/A/i\"><num value=\"i\">(i)</num><content> have as a primary goal the reduction of drive energy requirements;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idd9212d60-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/b/1/A/ii\"><num value=\"ii\">(ii)</num><content> after 2010, add another research and development phase, as defined in subsection (c), including the vehicle and infrastructure partnerships developed under the learning demonstrations program concept of the Department; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idd9212d61-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/b/1/A/iii\"><num value=\"iii\">(iii)</num><content> are managed through an enhanced FreedomCAR program within the Department that encourages involvement in cost-shared projects by manufacturers and governments; and</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idd9212d62-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/b/1/B\"><num value=\"B\">(B)</num><chapeau> designing a local distributed energy system that—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idd9212d63-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/b/1/B/i\"><num value=\"i\">(i)</num><content> incorporates renewable hydrogen production, off-grid electricity production, and fleet applications in industrial or commercial service;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idd9212d64-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/b/1/B/ii\"><num value=\"ii\">(ii)</num><content> integrates energy or applications described in clause (i), such as stationary, portable, micro, and mobile fuel cells, into a high-density commercial or residential building complex or agricultural community; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"idd9212d65-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/b/1/B/iii\"><num value=\"iii\">(iii)</num><content> is managed in cooperation with industry, State, tribal, and local governments, agricultural organizations, and nonprofit generators and distributors of electricity.</content>\n</clause>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idd9212d66-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Identification of new program requirements</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">In carrying out the demonstrations under subsection (a), the Secretary, in consultation with the Task Force and the Technical Advisory Committee, shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd9212d67-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/c/1\"><num value=\"1\">(1)</num><content> after 2008 for stationary and portable applications, and after 2010 for vehicles, identify new requirements that refine technological concepts, planning, and applications; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd9212d68-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/c/2\"><num value=\"2\">(2)</num><content> during the second phase of the learning demonstrations under subsection (b)(1)(A)(ii), redesign subsequent program work to incorporate those requirements.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idd9237559-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Authorization of appropriations</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">There are authorized to be appropriated to carry out this section—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd923755a-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/d/1\"><num value=\"1\">(1)</num><content> $185,000,000 for fiscal year 2006;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd923755b-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/d/2\"><num value=\"2\">(2)</num><content> $200,000,000 for fiscal year 2007;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd923755c-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/d/3\"><num value=\"3\">(3)</num><content> $250,000,000 for fiscal year 2008;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd923755d-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/d/4\"><num value=\"4\">(4)</num><content> $300,000,000 for fiscal year 2009;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idd923755e-406b-11eb-bd25-fd7436c081d8\" identifier=\"/us/usc/t42/s16157/d/5\"><num value=\"5\">(5)</num><content> $375,000,000 for fiscal year 2010;
