<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idad85da6e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315"><num value="16315">§ 16315.</num><heading> Electricity Storage Research Initiative</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad85da6f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/a"><num value="a" class="bold">(a)</num><heading class="bold"> Initiative</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad85da70-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/a/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><chapeau style="-uslm-lc:I12" class="indent1">The Secretary shall carry out a research initiative, to be known as the “Electricity Storage Research Initiative” (referred to in this section as the “Initiative”)—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad85da71-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/a/1/A"><num value="A">(A)</num><chapeau> to expand theoretical and fundamental knowledge to control, store, and convert—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="idad85da72-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/a/1/A/i"><num value="i">(i)</num><content> electrical energy to chemical energy; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="idad85da73-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/a/1/A/ii"><num value="ii">(ii)</num><content> chemical energy to electrical energy; and</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad85da74-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/a/1/B"><num value="B">(B)</num><content> to support scientific inquiry into the practical understanding of chemical and physical processes that occur within systems involving crystalline and amorphous solids, polymers, and organic and aqueous liquids.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad85da75-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/a/2"><num value="2" class="bold">(2)</num><heading class="bold"> Leveraging</heading><chapeau style="-uslm-lc:I12" class="indent1">In carrying out programs and activities under the Initiative, the Secretary shall leverage expertise and resources from—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad85da76-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/a/2/A"><num value="A">(A)</num><content> the Basic Energy Sciences Program, the Advanced Scientific Computing Research Program, and the Biological and Environmental Research Program of the Office of Science; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad85da77-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/a/2/B"><num value="B">(B)</num><content> the Office of Energy Efficiency and Renewable Energy.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad85da78-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/a/3"><num value="3" class="bold">(3)</num><heading class="bold"> Teams</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="idad85da79-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/a/3/A"><num value="A" class="bold">(A)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I13" class="indent2">In carrying out the Initiative, the Secretary shall organize activities among multidisciplinary teams to leverage, to the maximum extent practicable, expertise from the National Laboratories, institutions of higher education, and the private sector.</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="idad85da7a-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/a/3/B"><num value="B" class="bold">(B)</num><heading class="bold"> Goals</heading><content><p style="-uslm-lc:I13" class="indent2">The multidisciplinary teams described in subparagraph (A) shall pursue aggressive, milestone-driven, basic research goals.</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="idad85da7b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/a/3/C"><num value="C" class="bold">(C)</num><heading class="bold"> Resources</heading><content><p style="-uslm-lc:I13" class="indent2">The Secretary shall provide sufficient resources to the multidisciplinary teams described in subparagraph (A) to achieve the goals described in subparagraph (B) over a period of time to be determined by the Secretary.</p>

</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad85da7c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/a/4"><num value="4" class="bold">(4)</num><heading class="bold"> Additional activities</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary may organize additional activities under this subsection through Energy Frontier Research Centers, Energy Innovation Hubs, or other organizational structures.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad85da7d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/b"><num value="b" class="bold">(b)</num><heading class="bold"> Multivalent systems</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad85da7e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/b/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary shall carry out under the Initiative a program to support research needed to bridge scientific barriers to, and discover knowledge relevant to, multivalent ion materials in electric energy storage systems.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad85da7f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/b/2"><num value="2" class="bold">(2)</num><heading class="bold"> Activities</heading><chapeau style="-uslm-lc:I12" class="indent1">As part of the program described in paragraph (1)—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad85da80-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/b/2/A"><num value="A">(A)</num><content> the Director of the Office of Basic Energy Sciences shall investigate electrochemical properties and the dynamics of materials, including charge transfer phenomena and mass transport in materials; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad85da81-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/b/2/B"><num value="B">(B)</num><content> the Assistant Secretary for Energy Efficiency and Renewable Energy shall support translational research, development, and validation of physical concepts developed under the program.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad860192-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/b/3"><num value="3" class="bold">(3)</num><heading class="bold"> Standard of review</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary shall review activities carried out under the program described in paragraph (1) to determine the achievement of technical milestones.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad860194-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/c"><num value="c" class="bold">(c)</num><heading class="bold"> Electrochemistry modeling and simulation</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad860195-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/c/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary shall carry out under the Initiative a program to support research to model and simulate organic electrolytes, including the static and dynamic electrochemical behavior and phenomena of organic electrolytes at the molecular and atomic level in monovalent and multivalent systems.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad860196-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/c/2"><num value="2" class="bold">(2)</num><heading class="bold"> Activities</heading><chapeau style="-uslm-lc:I12" class="indent1">As part of the program described in paragraph (1)—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad860197-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/c/2/A"><num value="A">(A)</num><content> the Director of the Office of Basic Energy Sciences, in coordination with the Associate Director of Advanced Scientific Computing Research, shall support the development of high performance computational tools through a joint development process to maximize the effectiveness of current and projected high performance computing systems; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad860198-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/c/2/B"><num value="B">(B)</num><content> the Assistant Secretary for Energy Efficiency and Renewable Energy shall support translational research, development, and validation of physical concepts developed under the program.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad86019b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/d"><num value="d" class="bold">(d)</num><heading class="bold"> Mesoscale electrochemistry</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad86019c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/d/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><chapeau style="-uslm-lc:I12" class="indent1">The Secretary shall carry out under the Initiative a program to support research needed to reveal electrochemistry in confined mesoscale spaces, including scientific discoveries relevant to—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idad86019d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/d/1/A"><num value="A">(A)</num><content> bio-electrochemistry and electrochemical energy conversion and storage in confined spaces; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idad86019e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16315/d/1/B"><num value="B">(B)</num><content> the dynamics of the phenomena described in subparagraph (A).</content>
