L. 109–58, title IX, § 985, Aug. 8, 2005, 119 Stat. 908.)","seq_in_title":7584,"parent_identifier":"/us/usc/t42/ch149/schIX/ptH","ancestors":[{"identifier":"/us/usc/t42","level":"title","num":"Title 42—","heading":"THE PUBLIC HEALTH AND WELFARE","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch149","level":"chapter","num":"CHAPTER 149—","heading":"NATIONAL ENERGY POLICY AND PROGRAMS","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch149/schIX","level":"subchapter","num":"SUBCHAPTER IX—","heading":"RESEARCH AND DEVELOPMENT","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch149/schIX/ptH","level":"part","num":"Part H—","heading":"International Cooperation","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"idad86c57d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16341\"><num value=\"16341\">§ 16341.</num><heading> Western Hemisphere energy cooperation</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idad86c57e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16341/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Program</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary shall carry out a program to promote cooperation on energy issues with countries of the Western Hemisphere.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idad86c57f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16341/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Activities</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">Under the program, the Secretary shall fund activities to work with countries of the Western Hemisphere to—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad86c580-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16341/b/1\"><num value=\"1\">(1)</num><content> increase the production of energy supplies;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad86c581-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16341/b/2\"><num value=\"2\">(2)</num><content> improve energy efficiency; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad86c582-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16341/b/3\"><num value=\"3\">(3)</num><content> assist in the development and transfer of energy supply and efficiency technologies that would have a beneficial impact on world energy markets.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idad86c583-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16341/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Participation by institutions of higher education</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">To the extent practicable, the Secretary shall carry out the program under this section with the participation of institutions of higher education so as to take advantage of the acceptance of institutions of higher education by countries of the Western Hemisphere as sources of unbiased technical and policy expertise when assisting the Secretary in—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad86c584-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16341/c/1\"><num value=\"1\">(1)</num><content> evaluating new technologies;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad86c585-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16341/c/2\"><num value=\"2\">(2)</num><content> resolving technical issues;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad86c586-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16341/c/3\"><num value=\"3\">(3)</num><content> working with those countries in the development of new policies; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad86c587-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16341/c/4\"><num value=\"4\">(4)</num><chapeau> training policymakers, particularly in the case of institutions of higher education that involve the participation of minority students, such as—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad86c588-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16341/c/4/A\"><num value=\"A\">(A)</num><content> Hispanic-serving institutions; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idad86c589-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16341/c/4/B\"><num value=\"B\">(B)</num><content> part B institutions.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idad86c58a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16341/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Authorization of appropriations</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">There are authorized to be appropriated to carry out this section—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad86c58b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16341/d/1\"><num value=\"1\">(1)</num><content> $10,000,000 for fiscal year 2007;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad86c58c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16341/d/2\"><num value=\"2\">(2)</num><content> $13,000,000 for fiscal year 2008;
