<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idad87af7f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16361"><num value="16361">§ 16361.</num><heading> Arctic Engineering Research Center</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad87af80-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16361/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary of Transportation, in consultation with the Secretary and the United States Arctic Research Commission, shall provide annual grants to a university located adjacent to the Arctic Energy Office of the Department of Energy, to establish and operate a university research center to be headquartered in Fairbanks and to be known as the “Arctic Engineering Research Center” (referred to in this section as the “Center”).</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad87af81-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16361/b"><num value="b" class="bold">(b)</num><heading class="bold"> Purpose</heading><chapeau style="-uslm-lc:I11" class="indent0">The purpose of the Center shall be to conduct research on, and develop improved methods of, construction and use of materials to improve the overall performance of roads, bridges, residential, commercial, and industrial structures, and other infrastructure in the Arctic region, with an emphasis on developing—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idad87af82-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16361/b/1"><num value="1">(1)</num><content> new construction techniques for roads, bridges, rail, and related transportation infrastructure and residential, commercial, and industrial infrastructure that are capable of withstanding the Arctic environment and using limited energy resources as efficiently as practicable;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad87af83-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16361/b/2"><num value="2">(2)</num><content> technologies and procedures for increasing road, bridge, rail, and related transportation infrastructure and residential, commercial, and industrial infrastructure safety, reliability, and integrity in the Arctic region;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad87af84-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16361/b/3"><num value="3">(3)</num><content> new materials and improving the performance and energy efficiency of existing materials for the construction of roads, bridges, rail, and related transportation infrastructure and residential, commercial, and industrial infrastructure in the Arctic region; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad87af85-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16361/b/4"><num value="4">(4)</num><content> recommendations for new local, regional, and State permitting and building codes to ensure transportation and building safety and efficient energy use when constructing, using, and occupying such infrastructure in the Arctic region.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad87af86-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16361/c"><num value="c" class="bold">(c)</num><heading class="bold"> Objectives</heading><chapeau style="-uslm-lc:I11" class="indent0">The Center shall carry out—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idad87af87-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16361/c/1"><num value="1">(1)</num><content> basic and applied research in the subjects described in subsection (b), the products of which shall be judged by peers or other experts in the field to advance the body of knowledge in road, bridge, rail, and infrastructure engineering in the Arctic region; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad87af88-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16361/c/2"><num value="2">(2)</num><content> an ongoing program of technology transfer that makes research results available to potential users in a form that can be implemented.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad87af89-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16361/d"><num value="d" class="bold">(d)</num><heading class="bold"> Amount of grant</heading><content><p style="-uslm-lc:I11" class="indent0">For each of fiscal years 2006 through 2011, the Secretary shall provide a grant in the amount of $3,000,000 to the institution specified in subsection (a) to carry out this section.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad87af8a-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s16361/e"><num value="e" class="bold">(e)</num><heading class="bold"> Authorization of appropriations</heading><content><p style="-uslm-lc:I11" class="indent0">There are authorized to be appropriated to carry out this section $3,000,000 for each of fiscal years 2006 through 2011.</p>
