If feasible, the program shall include renovation of at least one existing large unit and one existing small unit, and construction of one new large unit and one new small unit.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idad8bce87-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16494/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Authorization of appropriations</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">There are authorized to be appropriated to the Secretary for carrying out this section—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad8bce88-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16494/b/1\"><num value=\"1\">(1)</num><content> $100,000,000 for fiscal year 2006;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad8bce89-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16494/b/2\"><num value=\"2\">(2)</num><content> $100,000,000 for fiscal year 2007; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad8bce8a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16494/b/3\"><num value=\"3\">(3)</num><content> $100,000,000 for fiscal year 2008.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idad8bce8b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16494/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Definitions</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">For purposes of this section—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad8bce8c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16494/c/1\"><num value=\"1\">(1)</num><content> the term “large unit” means a unit with a generating capacity of 100 megawatts or more;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad8bce8d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16494/c/2\"><num value=\"2\">(2)</num><content> the term “oxygen-fuel systems” means systems that utilize fuel efficiency benefits of oil, gas, coal, and biomass combustion using substantially pure oxygen, with high flame temperatures and the exclusion of air from the boiler, in industrial or electric utility steam generating units; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idad8bce8e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s16494/c/3\"><num value=\"3\">(3)</num><content> the term “small unit” means a unit with a generating capacity in the 10–50 megawatt range.</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"idad8bce8f-09a0-11eb-a85b-f5cef3d06f4d\">(<ref href=\"/us/pl/109/58/tXIV/s1407\">Pub.
