<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idad9fcb84-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s17374"><num value="17374">§ 17374.</num><heading> Transparency in extractive industries resource payments</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad9fcb85-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s17374/a"><num value="a" class="bold">(a)</num><heading class="bold"> Purpose</heading><chapeau style="-uslm-lc:I11" class="indent0">The purpose of this section is to—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idad9fcb86-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s17374/a/1"><num value="1">(1)</num><content> ensure greater United States energy security by combating corruption in the governments of foreign countries that receive revenues from the sale of their natural resources; and</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="idad9fcb87-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s17374/a/2"><num value="2">(2)</num><content> enhance the development of democracy and increase political and economic stability in such resource rich foreign countries.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad9fcb88-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s17374/b"><num value="b" class="bold">(b)</num><heading class="bold"> Statement of policy</heading><chapeau style="-uslm-lc:I11" class="indent0">It is the policy of the United States—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idad9fcb89-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s17374/b/1"><num value="1">(1)</num><content> to increase energy security by promoting anti-corruption initiatives in oil and natural gas rich countries; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad9fcb8a-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s17374/b/2"><num value="2">(2)</num><content> to promote global energy security through promotion of programs such as the Extractive Industries Transparency Initiative (EITI) that seek to instill transparency and accountability into extractive industries resource payments.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad9fcb8b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s17374/c"><num value="c" class="bold">(c)</num><heading class="bold"> Sense of Congress</heading><chapeau style="-uslm-lc:I11" class="indent0">It is the sense of Congress that the United States should further global energy security and promote democratic development in resource-rich foreign countries by—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idad9fcb8c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s17374/c/1"><num value="1">(1)</num><content> encouraging further participation in the EITI by eligible countries and companies; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idad9fcb8d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s17374/c/2"><num value="2">(2)</num><content> promoting the efficacy of the EITI program by ensuring a robust and candid review mechanism.</content>
</paragraph>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad9fcb8e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s17374/d"><num value="d" class="bold">(d)</num><heading class="bold"> Report</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad9fcb8f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s17374/d/1"><num value="1" class="bold">(1)</num><heading class="bold"> Report required</heading><content><p style="-uslm-lc:I12" class="indent1">Not later than 180 days after <date date="2007-12-19">December 19, 2007</date>, and annually thereafter, the Secretary of State, in consultation with the Secretary of Energy, shall submit to the appropriate congressional committees a report on progress made in promoting transparency in extractive industries resource payments.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idad9fcb90-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s17374/d/2"><num value="2" class="bold">(2)</num><heading class="bold"> Matters to be included</heading><content><p style="-uslm-lc:I12" class="indent1">The report required by paragraph (1) shall include a detailed description of United States participation in the EITI, bilateral and multilateral diplomatic efforts to further participation in the EITI, and other United States initiatives to strengthen energy security, deter energy kleptocracy, and promote transparency in the extractive industries.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idad9fcb91-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s17374/e"><num value="e" class="bold">(e)</num><heading class="bold"> Authorization of appropriations</heading><content><p style="-uslm-lc:I11" class="indent0">There is authorized to be appropriated $3,000,000 for the purposes of United States contributions to the Multi-Donor Trust Fund of the EITI.</p>
