<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idadab63d2-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s18044"><num value="18044">§ 18044.</num><heading> Level playing field</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idadab63d3-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s18044/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I11" class="indent0">Notwithstanding any other provision of law, any health insurance coverage offered by a private health insurance issuer shall not be subject to any Federal or State law described in subsection (b) if a qualified health plan offered under the Consumer Operated and Oriented Plan program under <ref href="/us/usc/t42/s18042">section 18042 of this title</ref>, or a multi-State qualified health plan under <ref href="/us/usc/t42/s18054">section 18054 of this title</ref>, is not subject to such law.</p>

</paragraph>

</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idadab63d8-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s18044/b/4"><num value="4">(4)</num><content> non-discrimination;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idadab63d9-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s18044/b/5"><num value="5">(5)</num><content> quality improvement and reporting;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idadab63da-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s18044/b/6"><num value="6">(6)</num><content> fraud and abuse;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idadab63db-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s18044/b/7"><num value="7">(7)</num><content> solvency and financial requirements;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idadab63dc-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s18044/b/8"><num value="8">(8)</num><content> market conduct;</content>
</paragraph>
