L. 111–267, title III, § 301, Oct. 11, 2010, 124 Stat. 2813.)","seq_in_title":8000,"parent_identifier":"/us/usc/t42/ch159/schII","ancestors":[{"identifier":"/us/usc/t42","level":"title","num":"Title 42—","heading":"THE PUBLIC HEALTH AND WELFARE","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch159","level":"chapter","num":"CHAPTER 159—","heading":"SPACE EXPLORATION, TECHNOLOGY, AND SCIENCE","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch159/schII","level":"subchapter","num":"SUBCHAPTER II—","heading":"EXPANSION OF HUMAN SPACE FLIGHT BEYOND THE INTERNATIONAL SPACE STATION AND LOW-EARTH ORBIT","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"idadb1cc79-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18321\"><num value=\"18321\">§ 18321.</num><heading> Human space flight beyond low-Earth orbit</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idadb1cc7a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18321/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Findings</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">Congress makes the following findings:</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb1cc7b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18321/a/1\"><num value=\"1\">(1)</num><content> The extension of the human presence from low-Earth orbit to other regions of space beyond low-Earth orbit will enable missions to the surface of the Moon and missions to deep space destinations such as near-Earth asteroids and Mars.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb1cc7c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18321/a/2\"><num value=\"2\">(2)</num><content> The regions of cis-lunar space are accessible to other national and commercial launch capabilities, and such access raises a host of national security concerns and economic implications that international human space endeavors can help to address.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb1cc7d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18321/a/3\"><num value=\"3\">(3)</num><content> The ability to support human missions in regions beyond low-Earth orbit and on the surface of the Moon can also drive developments in emerging areas of space infrastructure and technology.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb1cc7e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18321/a/4\"><num value=\"4\">(4)</num><content> Developments in space infrastructure and technology can stimulate and enable increased space applications, such as in-space servicing, propellant resupply and transfer, and in situ resource utilization, and open opportunities for additional users of space, whether national, commercial, or international.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb1cc7f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18321/a/5\"><num value=\"5\">(5)</num><content> A long term objective for human exploration of space should be the eventual international exploration of Mars.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb1cc80-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18321/a/6\"><num value=\"6\">(6)</num><content> Future international missions beyond low-Earth orbit should be designed to incorporate capability development and availability, affordability, and international contributions.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb1cc81-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18321/a/7\"><num value=\"7\">(7)</num><content> Human space flight and future exploration beyond low-Earth orbit should be based around a pay-as-you-go approach. Requirements in new launch and crew systems authorized in this chapter should be scaled to the minimum necessary to meet the core national mission capability needed to conduct cis-lunar missions. These initial missions, along with the development of new technologies and in-space capabilities can form the foundation for missions to other destinations. These initial missions also should provide operational experience prior to the further human expansion into space.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idadb1cc82-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18321/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Report on international collaboration</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idadb1cc83-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18321/b/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> Report required</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">Not later than 120 days after <date date=\"2010-10-11\">October 11, 2010</date>, the Administrator shall submit to the appropriate committees of Congress a report on the following assets and capabilities:</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idadb1cc84-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18321/b/1/A\"><num value=\"A\">(A)</num><content> Any effort by NASA to expand and ensure effective international collaboration on the ISS.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idadb1cc85-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18321/b/1/B\"><num value=\"B\">(B)</num><content> The efforts of NASA, including its approach and progress, in defining near-term, cis-lunar space human missions.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idadb1f396-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18321/b/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> NASA contributions</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">In preparing the report required by paragraph (1), the Administrator shall assume that NASA will contribute to the efforts described in that paragraph the following:</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idadb1f397-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18321/b/2/A\"><num value=\"A\">(A)</num><content> A Space Launch System.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idadb1f398-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18321/b/2/B\"><num value=\"B\">(B)</num><content> A multi-purpose crew vehicle.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idadb1f399-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18321/b/2/C\"><num value=\"C\">(C)</num><content> Such other technology elements the Administrator may consider appropriate, and which the Administrator shall specifically identify in the report.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<sourceCredit id=\"idadb1f39a-09a0-11eb-a85b-f5cef3d06f4d\">(<ref href=\"/us/pl/111/267/tIII/s301\">Pub.
