The vehicle shall continue to advance development of the human safety features, designs, and systems in the Orion project.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"idadb21abd-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18323/a/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Goal for operational capability</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">It shall be the goal to achieve full operational capability for the transportation vehicle developed pursuant to this subsection by not later than <date date=\"2016-12-31\">December 31, 2016</date>. For purposes of meeting such goal, the Administrator may undertake a test of the transportation vehicle at the ISS before that date.</p>\n</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idadb21abe-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18323/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Minimum capability requirements</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The multi-purpose crew vehicle developed pursuant to subsection (a) shall be designed to have, at a minimum, the following:</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb21abf-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18323/b/1\"><num value=\"1\">(1)</num><content> The capability to serve as the primary crew vehicle for missions beyond low-Earth orbit.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb21ac0-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18323/b/2\"><num value=\"2\">(2)</num><content> The capability to conduct regular in-space operations, such as rendezvous, docking, and extra-vehicular activities, in conjunction with payloads delivered by the Space Launch System developed pursuant to <ref href=\"/us/usc/t42/s18322\">section 18322 of this title</ref>, or other vehicles, in preparation for missions beyond low-Earth orbit or servicing of assets described in <ref href=\"/us/usc/t42/s18383\">section 18383 of this title</ref>, or other assets in cis-lunar space.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb21ac1-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18323/b/3\"><num value=\"3\">(3)</num><content> The capability to provide an alternative means of delivery of crew and cargo to the ISS, in the event other vehicles, whether commercial vehicles or partner-supplied vehicles, are unable to perform that function.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb21ac2-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18323/b/4\"><num value=\"4\">(4)</num><content> The capacity for efficient and timely evolution, including the incorporation of new technologies, competition of sub-elements, and commercial operations.</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"idadb21ac3-09a0-11eb-a85b-f5cef3d06f4d\">(<ref href=\"/us/pl/111/267/tIII/s303\">Pub.
