L. 111–267, title III, § 308, Oct. 11, 2010, 124 Stat. 2818.)","seq_in_title":8005,"parent_identifier":"/us/usc/t42/ch159/schII","ancestors":[{"identifier":"/us/usc/t42","level":"title","num":"Title 42—","heading":"THE PUBLIC HEALTH AND WELFARE","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch159","level":"chapter","num":"CHAPTER 159—","heading":"SPACE EXPLORATION, TECHNOLOGY, AND SCIENCE","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch159/schII","level":"subchapter","num":"SUBCHAPTER II—","heading":"EXPANSION OF HUMAN SPACE FLIGHT BEYOND THE INTERNATIONAL SPACE STATION AND LOW-EARTH ORBIT","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"idadb241ee-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18326\"><num value=\"18326\">§ 18326.</num><heading> Development of technologies and in-space capabilities for beyond near-Earth space missions</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idadb241ef-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18326/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Development authorized</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The Administrator may initiate activities to develop the following:</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb241f0-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18326/a/1\"><num value=\"1\">(1)</num><content> Technologies identified as necessary elements of missions beyond low-Earth orbit.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb241f1-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18326/a/2\"><num value=\"2\">(2)</num><content> In-space capabilities such as refueling and storage technology, orbital transfer stages, innovative in-space propulsion technology, communications, and data management that facilitate a broad range of users (including military and commercial) and applications defining the architecture and design of such missions.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb241f2-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18326/a/3\"><num value=\"3\">(3)</num><content> Spacesuit development and associated life support technology.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb241f3-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18326/a/4\"><num value=\"4\">(4)</num><content> Flagship missions.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idadb241f4-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18326/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Investments</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">In developing technologies and capabilities under subsection (a), the Administrator may make investments—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb241f5-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18326/b/1\"><num value=\"1\">(1)</num><content> in space technologies such as advanced propulsion, propellant depots, in situ resource utilization, and robotic payloads or capabilities that enable human missions beyond low-Earth orbit ultimately leading to Mars;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb26906-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18326/b/2\"><num value=\"2\">(2)</num><chapeau> in a space-based transfer vehicle including these technologies with an ability to conduct space-based operations that provide capabilities—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idadb26907-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18326/b/2/A\"><num value=\"A\">(A)</num><content> to integrate with the Space Launch System and other space-based systems;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idadb26908-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18326/b/2/B\"><num value=\"B\">(B)</num><content> to provide opportunities for in-space servicing of and delivery to multiple space-based platforms; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idadb26909-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18326/b/2/C\"><num value=\"C\">(C)</num><content> to facilitate international efforts to expand human presence to deep space destinations;</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb2690a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18326/b/3\"><num value=\"3\">(3)</num><content> in advanced life support technologies and capabilities;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb2690b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18326/b/4\"><num value=\"4\">(4)</num><content> in technologies and capabilities relating to in-space power, propulsion, and energy systems;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb2690c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18326/b/5\"><num value=\"5\">(5)</num><content> in technologies and capabilities relating to in-space propellant transfer and storage;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb2690d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18326/b/6\"><num value=\"6\">(6)</num><content> in technologies and capabilities relating to in situ resource utilization; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idadb2690e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18326/b/7\"><num value=\"7\">(7)</num><content> in expanded research to understand the greatest biological impediments to human deep space missions, especially the radiation challenge.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idadb2690f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18326/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Utilization of ISS as testbed</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Administrator may utilize the ISS as a testbed for any technology or capability developed under subsection (a) in a manner consistent with the provisions of this chapter.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"idadb26910-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s18326/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Coordination</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Administrator shall coordinate development of technologies and capabilities under this section through an overall agency technology approach, as authorized by section 905 of this Act.</p>\n</content>\n</subsection>\n<sourceCredit id=\"idadb26911-09a0-11eb-a85b-f5cef3d06f4d\">(<ref href=\"/us/pl/111/267/tIII/s308\">Pub.
