The Administrator may apply funds towards the reduction of risk to the timely start of these services, specifically—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8ffcc022-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s18341/1\"><num value=\"1\">(1)</num><content> efforts to conduct a flight test;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8ffcc023-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s18341/2\"><num value=\"2\">(2)</num><content> accelerate development; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8ffcc024-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s18341/3\"><num value=\"3\">(3)</num><content> develop the ground infrastructure needed for commercial cargo capability.</content>\n</paragraph>\n<sourceCredit id=\"id8ffcc025-86fb-11e9-b915-8b3e54686b9f\">(<ref href=\"/us/pl/111/267/tIV/s401\">Pub.
