<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idadb6d675-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s18631"><num value="18631">§ 18631.</num><heading> Crosscutting research and development</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idadb6d676-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s18631/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary shall use the capabilities of the Department to identify strategic opportunities for collaborative research, development, demonstration, and commercial application of innovative science and technologies.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idadb6d677-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s18631/b"><num value="b" class="bold">(b)</num><heading class="bold"> Existing programs; coordination of activities</heading><chapeau style="-uslm-lc:I11" class="indent0">To the maximum extent practicable, the Secretary shall seek—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idadb6d678-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s18631/b/1"><num value="1">(1)</num><content> to leverage existing programs of the Department; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idadb6d679-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s18631/b/2"><num value="2">(2)</num><content> to consolidate and coordinate activities throughout the Department to promote collaboration and crosscutting approaches within programs of the Department.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idadb6d67a-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s18631/c"><num value="c" class="bold">(c)</num><heading class="bold"> Additional actions</heading><chapeau style="-uslm-lc:I11" class="indent0">The Secretary shall—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idadb6d67b-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s18631/c/1"><num value="1">(1)</num><content> prioritize activities that use all affordable domestic resources;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idadb6d67c-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s18631/c/2"><num value="2">(2)</num><chapeau> develop a planning, evaluation, and technical assessment framework for setting objective long-term strategic goals and evaluating progress that—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idadb6d67d-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s18631/c/2/A"><num value="A">(A)</num><content> ensures integrity and independence; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idadb6d67e-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s18631/c/2/B"><num value="B">(B)</num><content> provides the flexibility to adapt to market dynamics;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idadb6d67f-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s18631/c/3"><num value="3">(3)</num><content> ensure that activities shall be undertaken in a manner that does not duplicate other activities within the Department or other Federal Government activities; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idadb6d680-09a0-11eb-a85b-f5cef3d06f4d" identifier="/us/usc/t42/s18631/c/4"><num value="4">(4)</num><content> identify programs that may be more effectively left to the States, industry, nongovernmental organizations, institutions of higher education, or other stakeholders.</content>
