Plan No. 1 of 1953, set out in as a note under <ref href=\"/us/usc/t42/s3501\">section 3501 of this title</ref>. Federal Security Agency and office of Administrator abolished by section 8 of Reorg. Plan No. 1 of 1953. Secretary and Department of Health, Education, and Welfare redesignated Secretary and Department of Health and Human Services by <ref href=\"/us/pl/96/88/s509/b\">section 509(b) of Pub. L. 96–88</ref> which is classified to <ref href=\"/us/usc/t20/s3508/b\">section 3508(b) of Title 20</ref>, Education.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">“Federal Security Administrator” substituted for “Secretary of Labor” pursuant to Reorg.
