L. 102–166</ref>, § 2, <date date=\"1991-11-21\">Nov. 21, 1991</date>, <ref href=\"/us/stat/105/1071\">105 Stat. 1071</ref>, provided that: <quotedContent origin=\"/us/pl/102/166\">\n<inline>“The Congress finds that—</inline>\n<paragraph style=\"-uslm-lc:I22\" class=\"indent1\"><num value=\"1\">“(1)</num><content> additional remedies under Federal law are needed to deter unlawful harassment and intentional discrimination in the workplace;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I22\" class=\"indent1\"><num value=\"2\">“(2)</num><content> the decision of the Supreme Court in Wards Cove Packing Co. v. L. 102–166</ref>, § 3, <date date=\"1991-11-21\">Nov. 21, 1991</date>, <ref href=\"/us/stat/105/1071\">105 Stat. 1071</ref>, provided that: <quotedContent origin=\"/us/pl/102/166\">\n<inline>“The purposes of this Act [see Short Title of 1991 Amendment note above] are—</inline>\n<paragraph style=\"-uslm-lc:I22\" class=\"indent1\"><num value=\"1\">“(1)</num><content> to provide appropriate remedies for intentional discrimination and unlawful harassment in the workplace;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I22\" class=\"indent1\"><num value=\"2\">“(2)</num><content> to codify the concepts of ‘business necessity’ and ‘job related’ enunciated by the Supreme Court in Griggs v.
