<p style="-uslm-lc:I11" class="indent0">The Surgeon General shall transmit to the Secretary, for submission to the Congress, on <date date="1995-01-01">January 1, 1995</date>, and on January 1, every 2 years thereafter, a full report of the administration of the functions of the Service under this chapter, including a detailed statement of receipts and disbursements.</p>
