The first report shall be submitted not later than 1 year after <date date=\"2007-01-15\">January 15, 2007</date>. Each such report shall include the following information:</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida49ef481-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/1\"><num value=\"1\">(1)</num><content> An assessment of the state of biomedical and behavioral research.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida49ef482-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/2\"><num value=\"2\">(2)</num><content> A description of the activities conducted or supported by the agencies of the National Institutes of Health and policies respecting the programs of such agencies.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida49ef483-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/3\"><num value=\"3\">(3)</num><chapeau> A description of intra-National Institutes of Health activities, including—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida49ef484-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/3/A\"><num value=\"A\">(A)</num><content> identification of the percentage of funds made available by each national research institute and national center with respect to each applicable fiscal year for conducting or supporting research that involves collaboration between the institute or center and 1 or more other national research institutes or national centers; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida49ef485-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/3/B\"><num value=\"B\">(B)</num><content> recommendations for promoting coordination of information among the centers of excellence.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida49ef486-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/4\"><num value=\"4\">(4)</num><chapeau> A catalog of all the research activities of the agencies, prepared in accordance with the following:</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida49ef487-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/4/A\"><num value=\"A\">(A)</num><chapeau> The catalog shall, for each such activity—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida49ef488-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/4/A/i\"><num value=\"i\">(i)</num><content> identify the agency or agencies involved;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida49ef489-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/4/A/ii\"><num value=\"ii\">(ii)</num><content> state whether the activity was carried out directly by the agencies or was supported by the agencies and describe to what extent the agency was involved; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida49f1b9a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/4/A/iii\"><num value=\"iii\">(iii)</num><content> identify whether the activity was carried out through a center of excellence.</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida49f1b9b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/4/B\"><num value=\"B\">(B)</num><content> In the case of clinical research, the catalog shall, as appropriate, identify study populations by demographic variables, including biological and social variables and relevant age categories (such as pediatric subgroups), and determinants of health, that contribute to research on minority health and health disparities.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida49f1b9c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/4/C\"><num value=\"C\">(C)</num><chapeau> Research activities listed in the catalog shall include, where applicable, the following:</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida49f1b9d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/4/C/i\"><num value=\"i\">(i)</num><content> Epidemiological studies and longitudinal studies.</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida49f1b9e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/4/C/ii\"><num value=\"ii\">(ii)</num><content> Disease registries, information clearinghouses, and other data systems.</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida49f1b9f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/4/C/iii\"><num value=\"iii\">(iii)</num><content> Public education and information campaigns.</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida49f1ba0-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/4/C/iv\"><num value=\"iv\">(iv)</num><chapeau> Training activities, including—</chapeau><subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"ida49f1ba1-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/4/C/iv/I\"><num value=\"I\">(I)</num><content> National Research Service Awards and Clinical Transformation Science Awards;</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"ida49f1ba2-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/4/C/iv/II\"><num value=\"II\">(II)</num><content> graduate medical education programs, including information on the number and type of graduate degrees awarded during the period in which the programs received funding under this subchapter;</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"ida49f1ba3-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/4/C/iv/III\"><num value=\"III\">(III)</num><content> investigator-initiated awards for postdoctoral training and postdoctoral training funded through research grants;</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"ida49f1ba4-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/4/C/iv/IV\"><num value=\"IV\">(IV)</num><content> a breakdown by demographic variables and other appropriate categories; and</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"ida49f1ba5-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/4/C/iv/V\"><num value=\"V\">(V)</num><content> an evaluation and comparison of outcomes and effectiveness of various training programs.</content>\n</subclause>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida49f1ba6-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/4/C/v\"><num value=\"v\">(v)</num><content> Clinical trials, including a breakdown of participation by study populations and demographic variables, including relevant age categories (such as pediatric subgroups), information submitted by each national research institute and national center to the Director of National Institutes of Health under <ref href=\"/us/usc/t42/s289a–2/f\">section 289a–2(f) of this title</ref>, and such other information as may be necessary to demonstrate compliance with <ref href=\"/us/usc/t42/s289a–2\">section 289a–2 of this title</ref> and other applicable requirements regarding inclusion of demographic groups.</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"ida49f1ba7-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/4/C/vi\"><num value=\"vi\">(vi)</num><content> Translational research activities with other agencies of the Public Health Service.</content>\n</clause>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida49f1ba8-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/5\"><num value=\"5\">(5)</num><chapeau> A summary of the research activities throughout the agencies, which summary shall be organized by the following categories, where applicable:</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida49f1ba9-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/5/A\"><num value=\"A\">(A)</num><content> Cancer.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida49f1baa-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/5/B\"><num value=\"B\">(B)</num><content> Neurosciences.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida49f1bab-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/5/C\"><num value=\"C\">(C)</num><content> Life stages, human development, and rehabilitation.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida49f1bac-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/5/D\"><num value=\"D\">(D)</num><content> Organ systems.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida49f1bad-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/5/E\"><num value=\"E\">(E)</num><content> Autoimmune diseases.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida49f1bae-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/5/F\"><num value=\"F\">(F)</num><content> Genomics.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida49f1baf-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/5/G\"><num value=\"G\">(G)</num><content> Molecular biology and basic science.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida49f1bb0-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/5/H\"><num value=\"H\">(H)</num><content> Technology development.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida49f1bb1-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/5/I\"><num value=\"I\">(I)</num><content> Chronic diseases, including pain and palliative care.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida49f1bb2-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/5/J\"><num value=\"J\">(J)</num><content> Infectious diseases and bioterrorism.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida49f1bb3-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/5/K\"><num value=\"K\">(K)</num><content> Minority health and health disparities.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida49f42c4-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/5/L\"><num value=\"L\">(L)</num><content> Such additional categories as the Director determines to be appropriate.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida49f42c5-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/6\"><num value=\"6\">(6)</num><chapeau> A review of each entity receiving funding under this subchapter in its capacity as a center of excellence (in this paragraph referred to as a “center of excellence”), including the following—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida49f42c6-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/6/A\"><num value=\"A\">(A)</num><content> an evaluation of the performance and research outcomes of each center of excellence; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida49f42c7-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/a/6/B\"><num value=\"B\">(B)</num><content> recommendations for improving the effectiveness, efficiency, and outcomes of the centers of excellence.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida49f42c8-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Requirement regarding disease-specific research activities</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">In a report under subsection (a), the Director of NIH, when reporting on research activities relating to a specific disease, disorder, or other adverse health condition, shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida49f42c9-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/b/1\"><num value=\"1\">(1)</num><content> present information in a standardized format;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida49f42ca-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/b/2\"><num value=\"2\">(2)</num><content> identify the actual dollar amounts obligated for such activities; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"ida49f42cb-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/b/3\"><num value=\"3\">(3)</num><content> include a plan for research on the specific disease, disorder, or other adverse health condition, including a statement of objectives regarding the research, the means for achieving the objectives, a date by which the objectives are expected to be achieved, and justifications for revisions to the plan.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida49f42cc-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s283/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Additional reports</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">In addition to reports required by subsections (a) and (b), the Director of NIH or the head of a national research institute or national center may submit to the Congress such additional reports as the Director or
