<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id8879d63a-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s289e"><num value="289e">§ 289e.</num><heading> Use of appropriations</heading><subsection style="-uslm-lc:I11" class="indent0" id="id8879d63b-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s289e/a"><num value="a">(a)</num><chapeau> Appropriations to carry out the purposes of this subchapter, unless otherwise expressly provided, may be expended in the District of Columbia for—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id8879d63c-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s289e/a/1"><num value="1">(1)</num><content> personal services;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8879d63d-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s289e/a/2"><num value="2">(2)</num><content> stenographic recording and translating services;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8879d63e-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s289e/a/3"><num value="3">(3)</num><content> travel expenses (including the expenses of attendance at meetings when specifically authorized by the Secretary);</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8879d63f-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s289e/a/4"><num value="4">(4)</num><content> rental;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8879d640-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s289e/a/5"><num value="5">(5)</num><content> supplies and equipment;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8879d641-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s289e/a/6"><num value="6">(6)</num><content> purchase and exchange of medical books, books of reference, directories, periodicals, newspapers, and press clippings;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8879d642-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s289e/a/7"><num value="7">(7)</num><content> purchase, operation, and maintenance of passenger motor vehicles;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8879d643-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s289e/a/8"><num value="8">(8)</num><content> printing and binding (in addition to that otherwise provided by law); and</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="id8879d644-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s289e/a/9"><num value="9">(9)</num><content> all other necessary expenses in carrying out this subchapter.</content>

<continuation style="-uslm-lc:I10" class="indent0 firstIndent0">Such appropriations may be expended by contract if deemed necessary, without regard to <ref href="/us/usc/t41/s6101">section 6101 of title 41</ref>.</continuation>

<subsection style="-uslm-lc:I11" class="indent0" id="id8879d645-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s289e/b"><num value="b">(b)</num><paragraph style="-uslm-lc:I11" class="indent0" id="id8879d646-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s289e/b/1"><num value="1">(1)</num><content> None of the amounts appropriated under this chapter for the purposes of this subchapter may be obligated for the construction of facilities (including the acquisition of land) unless a provision of this subchapter establishes express authority for such purpose and unless the Act making appropriations under such provision specifies that the amounts appropriated are available for such purpose.</content>
</paragraph>
<paragraph style="-uslm-lc:I11" class="indent0" id="id8879d647-86fb-11e9-b915-8b3e54686b9f" identifier="/us/usc/t42/s289e/b/2"><num value="2">(2)</num><content> Any grants, cooperative agreements, or contracts authorized in this subchapter for the construction of facilities may be awarded only on a competitive basis.</content>
