L. 111–148, title V, § 5206(a), Mar. 23, 2010, 124 Stat. 611.)","seq_in_title":859,"parent_identifier":"/us/usc/t42/ch6A/schV/ptE/spt2","ancestors":[{"identifier":"/us/usc/t42","level":"title","num":"Title 42—","heading":"THE PUBLIC HEALTH AND WELFARE","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch6A","level":"chapter","num":"CHAPTER 6A—","heading":"PUBLIC HEALTH SERVICE","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch6A/schV","level":"subchapter","num":"SUBCHAPTER V—","heading":"HEALTH PROFESSIONS EDUCATION","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch6A/schV/ptE","level":"part","num":"Part E—","heading":"Health Professions and Public Health Workforce","status":null,"is_section":false},{"identifier":"/us/usc/t42/ch6A/schV/ptE/spt2","level":"subpart","num":"subpart 2—","heading":"public health workforce","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"id88ad906d-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295\"><num value=\"295\">§ 295.</num><heading> General provisions</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id88ad906e-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary may award grants or contracts to eligible entities to increase the number of individuals in the public health workforce, to enhance the quality of such workforce, and to enhance the ability of the workforce to meet national, State, and local health care needs.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id88adb77f-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Eligibility</heading><chapeau>To be eligible to receive a grant or contract under subsection (a) an entity shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id88adb780-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/b/1\"><num value=\"1\">(1)</num><chapeau> be—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id88adb781-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/b/1/A\"><num value=\"A\">(A)</num><content> a health professions school, including an accredited school or program of public health, health administration, preventive medicine, or dental public health or a school providing health management programs;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id88adb782-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/b/1/B\"><num value=\"B\">(B)</num><content> an academic health center;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id88adb783-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/b/1/C\"><num value=\"C\">(C)</num><content> a State or local government; or</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id88adb784-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/b/1/D\"><num value=\"D\">(D)</num><content> any other appropriate public or private nonprofit entity; and</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id88adb785-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/b/2\"><num value=\"2\">(2)</num><content> prepare and submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id88adb786-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Preference</heading><chapeau>In awarding grants or contracts under this section the Secretary may grant a preference to entities—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id88adb787-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/c/1\"><num value=\"1\">(1)</num><content> serving individuals who are from disadvantaged backgrounds (including underrepresented racial and ethnic minorities); and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id88adb788-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/c/2\"><num value=\"2\">(2)</num><content> graduating large proportions of individuals who serve in underserved communities.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id88adb789-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Activities</heading><chapeau>Amounts provided under a grant or contract awarded under this section may be used for—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id88adb78a-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/d/1\"><num value=\"1\">(1)</num><content> the costs of planning, developing, or operating demonstration training programs;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id88adb78b-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/d/2\"><num value=\"2\">(2)</num><content> faculty development;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id88adb78c-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/d/3\"><num value=\"3\">(3)</num><content> trainee support;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id88adb78d-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/d/4\"><num value=\"4\">(4)</num><content> technical assistance;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id88adb78e-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/d/5\"><num value=\"5\">(5)</num><chapeau> to meet the costs of projects—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id88adb78f-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/d/5/A\"><num value=\"A\">(A)</num><content> to plan and develop new residency training programs and to maintain or improve existing residency training programs in preventive medicine and dental public health, that have available full-time faculty members with training and experience in the fields of preventive medicine and dental public health; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id88adb790-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/d/5/B\"><num value=\"B\">(B)</num><content> to provide financial assistance to residency trainees enrolled in such programs;</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id88adb791-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/d/6\"><num value=\"6\">(6)</num><content> the retraining of existing public health workers as well as for increasing the supply of new practitioners to address priority public health, preventive medicine, public health dentistry, and health administration needs;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id88adb792-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/d/7\"><num value=\"7\">(7)</num><content> preparing public health professionals for employment at the State and community levels;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id88adb793-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/d/8\"><num value=\"8\">(8)</num><content> public health workforce loan repayment programs; or</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id88adb794-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/d/9\"><num value=\"9\">(9)</num><content> other activities that may produce outcomes that are consistent with the purposes of this section.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id88adb795-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/e\"><num value=\"e\" class=\"bold\">(e)</num><heading class=\"bold\"> Traineeships</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id88adb796-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/e/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> In general</heading><chapeau>With respect to amounts used under this section for the training of health professionals, such training programs shall be designed to—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id88adb797-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/e/1/A\"><num value=\"A\">(A)</num><content> make public health education more accessible to the public and private health workforce;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id88adb798-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/e/1/B\"><num value=\"B\">(B)</num><content> increase the relevance of public health academic preparation to public health practice in the future;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id88adb799-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/e/1/C\"><num value=\"C\">(C)</num><content> provide education or training for students from traditional on-campus programs in practice-based sites; or</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id88adb79a-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/e/1/D\"><num value=\"D\">(D)</num><content> develop educational methods and distance-based approaches or technology that address adult learning requirements and increase knowledge and skills related to community-based cultural diversity in public health education.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id88adb79b-86fb-11e9-b915-8b3e54686b9f\" identifier=\"/us/usc/t42/s295/e/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Severe shortage disciplines</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">Amounts provided under grants or contracts under this section may be used for the operation of programs designed to award traineeships to students in accredited schools of public health who enter educational programs in fields where there is a severe shortage of public health professionals, including epidemiology, biostatistics, environmental health, toxicology, public health nursing, nutrition, preventive medicine, maternal and child health, and behavioral and mental health professions.</p>\n</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"id88adb79c-86fb-11e9-b915-8b3e54686b9f\">(<ref href=\"/us/act/1944-07-01/ch373\">July 1, 1944, ch. 373</ref>, title VII, § 765, as added <ref href=\"/us/pl/105/392/tI/s105\">Pub.
