or</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida4fe7959-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s295j/a/1/C\"><num value=\"C\">(C)</num><content> utilizes a longitudinal evaluation (as described in <ref href=\"/us/usc/t42/s294n/d/2\">section 294n(d)(2) of this title</ref>) and reports data from such system to the national workforce database (as established under <ref href=\"/us/usc/t42/s294n/b/2/E\">section 294n(b)(2)(E) of this title</ref>).</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida4fe795a-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s295j/a/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Limitation regarding peer review</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">For purposes of paragraph (1), the Secretary may not give an applicant preference if the proposal of the applicant is ranked at or below the 20th percentile of proposals that have been recommended for approval by peer review groups.</p>\n</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida4fe795b-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s295j/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> “Graduate” defined</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">For purposes of this section, the term “graduate” means, unless otherwise specified, an individual who has successfully completed all training and residency requirements necessary for full certification in the health profession selected by the individual.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"ida4fe795c-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s295j/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Exceptions for new programs</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida4fe795d-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s295j/c/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">To permit new programs to compete equitably for funding under this section, those new programs that meet at least 4 of the criteria described in paragraph (3) shall qualify for a funding preference under this section.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida4fe795e-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s295j/c/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Definition</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">As used in this subsection, the term “new program” means any program that has graduated less than three classes. Upon graduating at least three classes, a program shall have the capability to provide the information necessary to qualify the program for the general funding preferences described in subsection (a).</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"ida4fe795f-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s295j/c/3\"><num value=\"3\" class=\"bold\">(3)</num><heading class=\"bold\"> Criteria</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The criteria referred to in paragraph (1) are the following:</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida4fe7960-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s295j/c/3/A\"><num value=\"A\">(A)</num><content> The mission statement of the program identifies a specific purpose of the program as being the preparation of health professionals to serve underserved populations.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida4fe7961-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s295j/c/3/B\"><num value=\"B\">(B)</num><content> The curriculum of the program includes content which will help to prepare practitioners to serve underserved populations.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida4fe7962-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s295j/c/3/C\"><num value=\"C\">(C)</num><content> Substantial clinical training experience is required under the program in medically underserved communities.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida4fe7963-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s295j/c/3/D\"><num value=\"D\">(D)</num><content> A minimum of 20 percent of the clinical faculty of the program spend at least 50 percent of their time providing or supervising care in medically underserved communities.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida4fe7964-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s295j/c/3/E\"><num value=\"E\">(E)</num><content> The entire program or a substantial portion of the program is physically located in a medically underserved community.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida4fe7965-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s295j/c/3/F\"><num value=\"F\">(F)</num><content> Student assistance, which is linked to service in medically underserved communities following graduation, is available to the students in the program.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"ida4fe7966-09a0-11eb-a85b-f5cef3d06f4d\" identifier=\"/us/usc/t42/s295j/c/3/G\"><num value=\"G\">(G)</num><content> The program provides a placement mechanism for deploying graduates to medically underserved communities.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<sourceCredit id=\"ida4fe7967-09a0-11eb-a85b-f5cef3d06f4d\">(<ref href=\"/us/act/1944-07-01/ch373\">July 1, 1944, ch. 373</ref>, title VII, § 791, as added <ref href=\"/us/pl/102/408/tI/s102\">Pub.
