L. 116–131</ref> added subsecs. (a) and (b) and struck out former subsecs. (a) and (b) which related to authorization of appropriations to carry out subparts II to IV of this part for fiscal years 2017 to 2019.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">2016—Subsec. (a). <ref href=\"/us/pl/114/144/s8/a/1\">Pub. L. 114–144, § 8(a)(1)</ref>, which directed substitution of “$16,280,630 for fiscal year 2017, $16,621,101 for fiscal year 2018, and $16,961,573 for fiscal year 2019.” for “such sums” and all that followed through the period at the end, was executed by making the substitution for “such sums as may be necessary for fiscal year 2007, and such sums as may be necessary for subsequent fiscal years.” to reflect the probable intent of Congress.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">Subsec.
